The United Nations Children’s Fund (UNICEF) is inviting expressions of interest from eligible organizations to support efforts to combat Female Genital Mutilation (FGM) in the Dikhil district of Djibouti.
This initiative focuses on protecting girls and women at risk, preventing gender-based violence, and promoting long-term social and behavioral change within communities. The intervention is part of a broader protection strategy aimed at advancing child protection and strengthening community resilience against harmful practices.
The selected partner will work closely with UNICEF and local authorities to lead community mobilization and awareness activities. This includes engaging families, religious figures, traditional leaders, husbands, and boys in open dialogue to challenge and eliminate support for FGM. Efforts will also promote collective social transformation, helping communities shift away from traditional practices that endanger girls.
The partner will support the provision of prevention and response services for girls who are at risk of undergoing FGM or who have already been affected. This involves advocacy with local institutions, strengthening referral pathways, and ensuring that survivors receive access to appropriate care. Capacity building for both community and institutional stakeholders will be central to the intervention to ensure sustainable, long-term progress. The partner will also be responsible for establishing and supporting community oversight committees and for collecting, monitoring, and analyzing data on FGM-related cases, enabling effective tracking and informed decision-making.
Eligible applicants must be legally registered NGOs or local associations operating in Djibouti with a physical presence in the Dikhil region. Organizations should have at least five years of experience in child protection, prevention, and response to gender-based violence, particularly FGM. A strong understanding of women’s rights, community engagement, and demonstrated capacity in financial and program management aligned with UNICEF standards is required. Applicants must also show readiness to collaborate closely with local authorities and technical partners.
Interested organizations are requested to submit an expression of interest signed by a legal representative, a profile of the organization, a concept note outlining the proposed approach and expected results, a detailed budget, and a recent activity report. This call represents a significant opportunity to contribute to a meaningful reduction in FGM and to improve the safety and well-being of girls and women in the Dikhil region.
