UN Women Moldova is seeking proposals to provide support to women political aspirants at local and central level, including young and marginalized women throughout the next electoral cycles in 2023 and 2025.
In view of local elections expected to take end October-beginning of November 2023, a training programme to advance women’s political leadership and skills will be developed and delivered to increase the low level of participation of women in local governance structures, mainly as mayors and councilors (local and district). Furthermore during 2025, Parliamentary Elections and Elections to the People’s Assembly of ATU Gagauzia are envisaged.
UN Women Moldova CO aims to engage a national partner to support with the following:
- the full design and deployment of a capacity building programme for women aspirants and candidates, including the young and under-represented, to enable their effective participation in the planned local elections of 2023, and the Parliamentary Elections of 2025. Tailored post-electoral support is also envisaged for a number of elected local women leaders under this CfP, while post-electoral support for elected women parliamentarians will be rendered under other UN Women supported interventions.
- the full design and implementation of a gender coaching programme for the MFAEI senior leadership and the full design and implementation of a leadership programme for women diplomats.
The interventions subject of the present CFP are aligned with Output 2.3 “Women and girls, in particular those left behind, have increased capacity to meaningfully participate in public life and decision-making” and the Output 2.1. “Government authorities have increased capacity to develop and implement gender-responsive legal and regulatory frameworks, policies and budgets” of UN Women’s SN for Moldova for the period 2023-2027.
Required Services/Results
- Output 1: UN Women political leadership and candidate training manual is adapted to Moldova context and ready to be used during the training programs dedicated to women aspirants and candidates for local and parliamentary elections (2023 and 2025)
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- The adaptation of the manual to country context will be done and a tailored manual will be prepared for Republic of Moldova in close consultation with UN Women Moldova CO, as part of training preparation.
- Translation of all materials (manual, handouts and ppts) shall be prepared in Romanian and Russian.
- Development of a Country Profile to adjust the training approach taking into account the electoral system, the level of the election (national vs. local), the timing of the electoral calendar, and the needs and opportunities at the time of implementation.
- Target group: At least 500 women aspirants, candidates, and local leaders, including youth and LNOB, with enhanced capacities as a result of received capacity building on local and parliamentarian elections and printed materials.
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Output 2: at least 300 women aspirants and candidates for 2023 local elections (including young and under-represented) increased their capacities as result of their participation in a comprehensive pre-electoral training program
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Development of the methodology for a complex pre-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for 300 women aspirants and candidates for 2023 Local Elections;
- Deliver a complex pre-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for at least 300 women aspirants and candidates for 2023 Local Elections, composed of training sessions and other tools;
- Adapt and provide translation as per needs of the handouts, agenda and PPTs from English into Romanian. English versions or already available translated documents will be provided by UN Women and are subject for updates.
- Facilitation of networking and peer-to-peer learning opportunities for women interested in politics and CSOs, women’s branches of political parties while considering cross party neutrality in order to widen the impact of the action and to reach young women, women with disabilities, rural women and women from other excluded and marginalized groups. - Target group: At least 300 women aspirants and candidates for 2023 Local Elections including youth and LNOB, with enhanced capacities as a result of received capacity building on local elections. The list of participants must include youth, and at least 30 Roma and/or women with disabilities.
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Output 3: at least 200 women aspirants and candidates for 2025 parliamentary elections (including young and under-represented) increased their capacities as result of their participation in a comprehensive pre-electoral training program
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Development of the methodology for a complex pre-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for 200 candidates from parties list for 2025 Parliamentary Elections;
- Deliver a complex pre-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for at least 200 candidates from parties list for 2025 Parliamentary Elections, composed of training sessions and other tools; Others at is considered relevant by proponent.
- Target group: At least 200 women aspirants and candidates for 2023 Local Elections including youth and LNOB, with enhanced capacities as a result of received capacity building on local elections. The list of participants must include youth, and at least 20 Roma and/or women with disabilities.
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Output 4: at least 200 newly elected women mayors and councillors at district and local level (including young and under-represented) after 2023 local election have received post-electoral support and enhanced their knowledge about the gender mainstreaming at local level, communication, leadership, networking and other relevant topics.
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Development of the methodology for a complex post-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for 200 candidates newly elected women mayors and councillors at district and local level (including young and under-represented)
- Deliver a complex post-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for at least 200 candidates from parties list for 2023 Local Elections, composed of training sessions and other tools; Others at is considered relevant by proponent.
- Target group: At least 200 newly elected women mayors and councillors at district and local level including youth and LNOB, with enhanced capacities as a result of post-electoral support. The list of participants must include youth, Roma and women with disabilities.
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Output 5: at least 25 national experts are able to deliver trainings on women’s political leadership as a result of tot training of trainers on political leadership & candidate training in Moldova based on un women’s curriculum
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Development of the ToT methodology for the 25 national experts to deliver trainings on women’s political leadership;
- Develop and deliver the ToT methodology for the 25 national experts to deliver trainings on women’s political leadership;
- Facilitation of membership of to 25 national experts in the UN Women’s roster of political leadership and candidate trainers, jointly with UN Women;
- Target group: At least 25 national experts with knowledge to deliver trainings on women’s political leadership as a result of tot training of trainers on political leadership & candidate training in Moldova based on UN Women’s curriculum
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Output 6: at least 50 women aspirants and candidates for 2025 elections to the people’s assembly of Atu Gagauzia (Gagauz Yeri) (including young and under-represented) increased their capacities as result of their participation in a comprehensive pre-electoral training program
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Development of the methodology for a complex pre-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for 50 candidates from parties list for 2025 People’s Assembly of ATU Gagauzia;
- Deliver a complex pre-electoral capacity building support based on UN Women Political Leadership and Candidate Training Manual for at least 50 candidates from parties lists for 2025 People’s Assembly of ATU Gagauzia, composed of training sessions and other tools;
- Target group: At least 50 women aspirants and candidates for 2025 People’s Assembly of ATU Gagauzia including youth and LNOB, with enhanced capacities as a result of received capacity building on local elections.
- Indicative areas of intervention or expected results under this output may include and are not limited to:
- Output 7. up to 25 MFAEI leadership representatives and women diplomats have increased leadership skills and capacities to contribute at building a gender sensitive, equitable and inclusive institutional culture.
- Indicative areas of intervention under this output may include and are not limited to:
- Mentoring/ coaching senior leadership to equipe with skills for exercising strong and active leadership in building a gender sensitive, equitable and inclusive organization.
- Building technical/managerial /leadership skills and capacities of women diplomats, using, and sharing different practical tools and strategies to bolster women’ leadership finesse, visibility, and assertiveness.
- Supporting the establishment of the Association of Women in Diplomacy, including the development of the draft Regulation in this regard.
- Target:
- Up to 5 MFAEI senior leadership representatives are equipped with skills for exercising strong and active leadership in building a gender sensitive, equitable and inclusive organization.
- Up to 20 women diplomats have increased leadership skills and capacities and are empowered to overcome gender barriers and develop as a leader

Competencies
- Technical/functional competencies required;
- To be considered, proponents must meet all the mandatory criteria.
- Documented successful track record in the area of work contained in this Terms of Reference;
- More than 5-year experience in developing and conducting comprehensive capacity building for women aspirants, candidates and elected women on topics such as gender equality and women’s empowerment, leadership, political participation, elections, voter campaign, fundraising, civic engagement
- Specialized knowledge and expertise in the field of candidate training for women’s political participation.
- Proven knowledge on supporting various networks, with a special focus on women in politics;
- Experience in engaging with multiple stakeholders, including but not limited to: governmental and non-governmental organizations, political actors, and advocacy networks.
- Proven experience in management of projects with similar size of the one submitted under this Call.
- The following competences are considered an asset in proponents’ performance:
- Good knowledge of gender equality and women’s rights issues, with a special focus on women’s leadership at local and central level
- Proved experience working with the UN Women Political Leadership and Candidate Training Manual
- Proved experience in working with diplomacy sector, especially on gender mainstreaming;
- Familiarity with UN agencies will be an asset.
