The Project Strengthening the Role of Local Communities in Bosnia and Herzegovina (BiH) announces a direct call to partner units of local self-government to submit activity proposals for financing operational/action plans of localized visions.
The general goal of the project “Strengthening the role of local communities in BiH” is to improve the quality of life of citizens of BiH through empowered, gender-responsive local communities (MZs) that facilitate their active inclusion in public life and contribute to democratic transformation at the local level. The project is implemented in 41 partner local self-government units (LGUs) and 199 MOHs. It is financed by the Government of Switzerland and Sweden, and implemented by the United Nations Development Program (UNDP).
In order to contribute to the revitalization of the role of the Ministry of Health, the project operates in three directions:
- Creating an enabling environment for community-led and gender-responsive local development, with a focus on the localization of the new vision of the Ministry of Health and the building of appropriate capacities of local actors.
- Practical implementation of the new model of work of the Ministry of Health, which contributes to increased trust between citizens and the authorities and a better quality of life, which, among other things, implies support in holding citizens’ forums, identifying priorities of the Ministry of Health, strengthening key functions of the Ministry of Health, and establishing and improving social centers with the aim of increasing civic participation, activism, volunteerism and social cohesion.
- Encouraging an inclusive dialogue on public policies that contribute to better functioning of the Ministry of Health and the participation of citizens, with a focus on regulatory changes at the entity level.
Purpose
- The goal of this Direct Call is to provide direct support for the implementation of the newly adopted localized visions of the Ministry of Health in partner LGUs through the provision of financial assistance for the practical implementation of a part of the priority activities defined in the operational/action plans adopted for the period 2023-2025.
Funding Information
- The amount of funds available for the MZ project through this direct call is BAM 18,000.00 per partner LGU, whereby LGU has the obligation of financial participation in the implementation of activities from the operational/action plan in the minimum amount of BAM 5,400.00.
- Duration: The duration of the proposed activities in the Financing Proposal is a maximum of 8 months. All activities must be implemented in the period from May 2023 to December 2023.
Activities
- The proposal for financing activities from the Operational/Action Plan of local self-government units should contain a package of priority measures that directly derive from the newly adopted localized vision of the Ministry of Health and its Operational/Action Plan for 2023. The proposed activities must equally represent all four main areas, i.e. functional areas of the localized vision of the Ministry of Health. These are the following functional areas:
- The local community as a space for advocacy and access to administration;
- The local community as a place to provide services to the population;
- The local community as a space for citizen participation in decision-making;
- The local community as a social center.
- Also, the proposed activities in the partner LGU should be implemented in more than one MZ within the LGU (includes MZs that are direct partners, as well as MZs that are not direct partners of the MZ project). Therefore, when defining the proposal for the financing of activities by the MZ project, it is necessary to take into account the following:
- The proposal should contain at least one activity from each of the four main areas/functions of the localized vision of the Ministry of Health.
- Activities from the proposal should be carried out not only in MOHs that are partners, but also in MOHs that are not direct MOH project partners (participation of at least 2 MOHs in a certain activity is mandatory).
Location
- Project activities must be implemented in a minimum of two local communities (one partner and one non-partner) in the area of LGUs that apply to the Direct Call as the main bearer of the project. This does not apply to LGUs whose local communities participated in the MZ project, either in the first or second phase of the project intervention.
Eligibility Criteria
- Participation in the Direct Call is open, on an equal basis, to all partner LGUs of the MZ project: Banja Luka, Bihać, Bijeljina, Brčko district, Breza, Center Sarajevo, Čitluk, Doboj, Goražde, Gračanica, Gradačac, Gradiška, Ilijaš, Jablanica, Ključ, Kotor Varoš, Laktaši, Ljubinje, Ljubuški, Maglaj, Modriča, Mrkonjić Grad, Nevesinje, Olovo, Pale FBiH, Petrovo, Rogatica, Rudo, Sanski Most, Tešanj, Teslić, Trebinje, Trnovo, Višegrad, Visoko, Vitez, Vlasenica, Vogošća, Zavidovići, Zenica and Zepce.
- The LGU is responsible for managing, coordinating and monitoring the implementation of the Proposal for financing activities from the Operational/Action Plan submitted by the Ministry of Health to the project for financing.
Prerequisites for Participation
The prerequisites for participation in the Direct Call are as follows:
- The LGU formally adopted the Vision of the Ministry of Health and the Operational/Action Plan;
- The value of activities financed from the MZ project does not exceed BAM 18,000.00;
- LGU provided participation in the co-financing of the proposed activities from the Operational/Action Plan in the minimum amount of BAM 5,400.00.
