The Public Diplomacy Section (PDS) of the U.S. Mission Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program that supports the education of Afghan secondary school to university age students, with particular focus on support for women and girls.
The program could also include support and resources for scholars, artists, journalists, and professionals to continue their education, to keep them up to date in today’s rapidly evolving professional and educational environment by providing them long to short term trainings, courses, certification programs or provide training in a specific career field that is recommended by employers for real job relevance.
Goal: Provide education, support, and resources to the Afghans inside Afghanistan and in third countries with large Afghan refugee populations to receive and/or continue their education so they can improve their own lives and the lives of others in their communities.
Program Objectives
- The aim of this program is to support education for young Afghans who reside inside and outside Afghanistan to improve their ability to become an active part of their society and to contribute to the social, economic, political future of Afghanistan and/or to help them find jobs in their destination countries. This program should:
- Improve education opportunities available to young Afghans, particularly women and girls, by providing needed training and resources.
- Increase the professional skills of young Afghans in various fields through training that opens new opportunities for them or improves their ability to do their.
- Equip individuals working on education in Afghanistan with tools and resources to ensure a broad access to education.

- PDS intends to issue an award for a period of 24-36 months.
Participants and Audiences
- The primary audience is Afghans between the ages of 13-35 inside of Afghanistan and in countries with large Afghan refugee populations who want to continue their education and who are interested in taking an active part in contributing to the social, economic, and political future of Afghanistan. The participants should reflect the diversity of Afghanistan, including from urban and rural areas and from a mix of ethnic groups. The program should prioritize women and girls.
Eligibility Criteria
- Eligibility is open to non-profit organizations. Organizations may sub-award/contract with other entities, but only one non-profit entity may be the prime recipient of the award. Forprofit entities are not eligible to be the prime recipient of an award under this NOFO. When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal. Individuals are not eligible for an award under this NOFO.
