UN Women has launched the call for proposals to solicit competent women rights organizations, CSOs and community based organizations to support the implementation of a one year project funded by UNDP/EU for Early recovery in Ukraine.
The empowerment and protection project were developed to respond to the growing needs of the affected population by the war and more especially women and girls who have experienced severe impact of the war in the Eastern and Western part of Ukraine. The project will take an area-based (community based) holistic approach that brings together multiple actors to strengthen protection of women and girls against CRSV and GBV, ensuring survivor’s centred approach in providing coordinated and multisectoral services, increasing knowledge and the capacity of the community and local authorities to improve services for GBV prevention and response to the war affected communities.
Approaching this crisis requires both a national response in Ukraine and coordinated regional action. In alignment with the UN Ukraine Transitional Framework for 2023, the proposed project objective is: Ukrainian women and girls affected by the war have access to high quality, coordinated protection and livelihoods services and have increased resources and capacities to build resilience in their families and communities.
In particular, UN Women will work on community-based prevention of violence against women and girls including conflict-related violence, by supporting attitudinal change to encourage nonviolent masculinity, challenge existing gender norms and raise awareness regarding the acceptability of gender-based violence against women and girls as well as enhancing the access to justice of survivors/victims of GB by legally empowering them and strengthening the capacity of justice actors in eastern region.
Funding Information
- The budget range for this proposal should be 330,000 USD – 350,000USD
- The project activities will commence on 1st June 2023 and must be completed by 05 April 2024, resulting in a maximum implementation period of 10 months.
Description of required services/results
- Through this Call for Proposal, UN Women within the project “EU4Recovery: Empowering communities”, implemented jointly with UNDP and UNFPA and funded by the EU, intends to sign Partner Agreements (PAs) with civil society organizations (non-governmental organizations, community-based organizations, women’s organizations etc.) to act as Responsible Parties for initiatives that will contribute to the fulfilling of the following outcomes and outputs of the project:
- Outcome 1: Women and men have improved capacity to promote positive social norms and address root causes to protection risks, particularly related to GBV and human trafficking.
- Output 1.1: Increased awareness and knowledge of women and girls in war affected areas on GBV prevention and response including existing incidences, services, and referral mechanisms available.
- Activities 1.1.1: Support awareness raising initiatives on GBV prevention and response in the selected communities.
- Activity 1.1.2: Support community-based safety nets for prevention and response to GBV/CRSV in the selected communities.
- Output 1. 2: Increased awareness and engagement of men and boys on violence free, protection risks related to GBV/CSRVS/VAWG
- Activity 1.2.1: Support male engagement and campaign on positive masculinity, root causes of GBV and protection of women and girls
- Activity 1.2.2: Support behavioral change initiatives to address gender gaps and promote violent free communities
- Outcome 2: Government institutions, justice actors and police are able provide coordinated services to GBV/CRSV/VAWG survivors
- Output 2.1:Increased capacity and coordination between justice actors, police, and government on GBV/CRSV/VAWG
- Activity 2.1.1: Supporting capacity building of justice actors, police, and government sector officials on GBV prevention and response in selected communities
- Activity 2.1.2: Support coordination mechanisms among government actors, judiciary and police on effective referrals and management of GB/CRSV cases.
- Outcome 3.War affected women and girls are provided with GBV/VAWG/CRSV services and other protection related services.
- Output 3.1. Increased access to coordinated and multi-sectoral GBV services(legal, psychosocial and referral for medical services) for survivors of violence in war affected areas.
- Activities 3.1.1: Provide integrated and multiple and quality CSRV/GBV/VAWG services and information in the selected communities for survivors of GBV/CRSV/VAWG (legal aid, psychosocial and referral for medical services)
- Outcome 1: Women and men have improved capacity to promote positive social norms and address root causes to protection risks, particularly related to GBV and human trafficking.
- The proponents are expected to develop proposals under this output submitting all the mandatory annexes to the proposal (Annex B.1. -B.6). Proposals are expected to contribute to the achievement of the output level results and project activity.
- Indicative activities under the Terms of Reference are not limited to but includes the following suggestions under results area:
- Support “attitudinal change” campaigns to encourage non-violent masculinities, challenge existing gender norms, and raise awareness regarding the unacceptability of VAWG.
- GBV legal awareness and provision of primary legal aid to victims/survivors of GBV.
- Institutional capacity strengthening of Government, Police and Justice actors on GBV prevention response
Competencies
- Technical/functional competencies required
- Specialized knowledge and expertise in the work area presented in this Terms of Reference (ToR).
- Experience in engaging with multiple stakeholders, including but not limited to governmental and non-governmental organizations, community-based organizations and advocacy networks, private sector, and academia.
- Experience in managing projects of similar size to the one submitted under this Terms of Reference.
- The organization withwell-developed framework, enabling the delivery of its vision and strategy, and effective realization of business processes
- Other competencies, which while not required, can be an asset for the performance of services
- Experience in facilitating the exchange of ideas, good practices and dissemination of knowledge and information in hard-to-reach locations and throughout Ukraine.
- Familiarity with the UN Women mandate and understanding of gender equality and women’s empowerment issues.
