The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is seeking proposals from parties and potential partners to execute conservation solutions in Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI).
Objectives
- The objective of this Notice of Funding Opportunity is to:
- Accelerate conservation results through strategic partnerships that support PIA’s locally led, targeted conservation delivery model for the Lihue or Saipan Field Offices, including the development of a long range plan identifying resource concerns and priorities for the local agricultural community.
- Increase adoption and implementation of soil health plans by organizing interactive feedback, education, and outreach events to engage customer interest in soil health management systems and plans.
- Evaluate carbon and nitrogen cycles in local cropping systems to assess impacts of established conservation practices on soil organic matter and soil carbon.
- Support innovative projects and programs that amplify outcomes for:
- Economics of Soil Health
- Soil Carbon Amendments
- Watershed Function
Funding Information
- Estimated Funding: The Federal funding agency expects to award approximately $1,000,000.00 through this opportunity. However, the agency retains the discretion to award a larger or lesser amount.
- The estimated funding floor for this opportunity is $50,000.00, and the estimated funding ceiling is $250,000.00.
- Start Dates and Performance Periods: Projects may be between (1) and five (5) years in duration. Applicants should plan their projects based on an estimated project start date of September 15, 2023.
- Number of Awards: The agency expects to make five (5) award(s).
Activities
The agency will be substantially involved in the work performed under the agreement and will undertake activities such as the following:
- Authority to suspend work if specifications or work statements are not met
- Review and approval of one stage of work before another may begin
- Review and approval of substantive provisions of proposed subawards or contracts beyond existing Federal policy
- Agency and recipient collaboration or joint participation
- Project monitoring to permit specified kinds of direction or redirection of the work because of interrelationships with and impacts on other projects
- Highly prescriptive agency requirements that limit recipient discretion
- Review and approval of key personnel
- Direct agency operational involvement or participation during the activity
Eligibility Criteria
- Applicants and applications must meet eligibility criteria by the application deadline to be considered for award. Eligible applicant type is determined by the implementing program statute. Applicant entities identified in the SAM.gov exclusions database as ineligible, prohibited/restricted, or excluded from receiving Federal contracts and certain Federal assistance and benefits will not be considered for Federal funding, as applicable to the funding being requested under this Federal program. Neither foreign entities nor individuals are eligible to apply for this opportunity.
