The Hubert H. Humphrey Program offers opportunities to professionals from developing countries who demonstrate career-established and leadership skills in public or private service.
The Humphrey Scholarship is a ten-month program that allows you to combine graduate level academic courses with professional development opportunities.
The Hubert H. Humphrey Scholarship Program was established in 1978 by the United States Government to carry out the promise of international cooperation and service of the late Vice President Hubert H. Humphrey.

Scholarship Benefits
- The Humphrey Scholarship provides international airfare, college tuition and costs, medical and accident insurance, a monthly stipend, and funds to pay for books and professional activities. The Humphrey Program does not provide financial support for dependents accompanying the scholarship recipient.
Eligibility Criteria
- Program Requirements:
- Being Honduran, residing in Honduras.
- Have a very good academic record.
- Possess a Bachelor’s Degree.
- Have at least five years of full-time professional experience in your field, prior to August 2023 and after you have obtained your Bachelor’s Degree, with an interest in the policy aspects of your field of expertise.
- Demonstrate your leadership ability and track record of service.
- Fluency in English (minimum of 71 on the TOEFL iBT, equivalent to 525 on the TOEFL PBT).
- Limited previous experience in the United States.
- Not Eligible for this Program:
- American citizens.
- People with US residency status or who have a residency application in process.
- People who have previously received a Fulbright scholarship.
- University professors or academic researchers who do not have administrative responsibilities (except in the field of Education, Substance Abuse Treatment and Prevention, and Teaching English as a Foreign Language).
- Individuals who have attended a graduate program in the United States for one academic year or more within the seven-year period preceding August 2023.
- Individuals who have had more than six months of experience in the United States within the five-year period prior to August 2023.
- People with recent experiences in third countries, especially in developed countries.
- Local US Government Mission employees and their family members, and remain ineligible for up to one year after termination of employment.
