UNDP is offering grants to empower vulnerable communities by enhancing prevention work at local level, strengthening local networking, expanding knowledge on human rights and advocating for inclusive representation at local level governance processes.
The overall objective of the “Improving Community Resilience” (IRC) programme is to support resilience-building of vulnerable communities, including Albanian women and girls, persons with disabilities, religious and ethnic minorities, Afghan evacuees LGBTQIA+, women and men affected by earthquake etc. This will be done through operationalization of three model Resilience Centers in three selected municipalities (Kurbin, Lezhe and Durres) that will provide adequate support to local vulnerable communities in partnership with government bodies mandated to guarantee sustainable, integrated service and civil society actors committed to equality and peace building. Overall, the programme will seek to establish a sustainable working model that will help improve social cohesion, livelihoods and address the needs of vulnerable and marginalized communities in Albania.
The ICR programme aims to strengthen local institutional response mechanisms (Resilience Centers (RC)) for the promotion and protection of the rights, safety and inclusion of marginalized women and men, in particular women and girls, affected by conflict discrimination and/or abuse, including support for survivors of all forms of gender-based violence through the below-mentioned interventions:
- Three target municipalities supported to establish operational Resilience Centers able to provide integrated social care support services to vulnerable communities.
- Resilience Centers supported to build operational tools, including early warning systems, referral mechanisms, networks and partnership platforms with relevant institutions and service providers at the municipal and regional levels.
- Resilience Centers transparent and innovative management model developed and operationalized.
- Vulnerable women and men in selected municipalities assisted to improve networking, communication abilities and peer support/ representation awareness, through outreach techniques and group activities.
- Resilience model promoted through showcasing best practices, interacting with beneficiaries and community at large, through communication channels of media, social media.
Purpose and Areas of Interest
- Interventions and support will prioritize the provision of social care services, organization of awareness-raising activities for and increasing legal knowledge on the rights entitled by vulnerable individuals as well as supporting networking between local public and non-public actors in the three designated municipalities: Durres, Lezha, and Kurbin. Moreover, UNDP will work towards creating an enabling environment for women’s empowerment and fostering civic engagement in decision-making processes.
- Lot 1: Provide innovative approaches to raise awareness, share and increase Human Rights knowledge and support local civic engagement with a keen focus on vulnerable community members in Kurbin and Lezha areas, including remote areas.
- Lot 2: Create an enabling environment for meaningful local civic engagement for active advocacy and increase accountability, fostering partnership platforms of all relevant local and regional actors, increase awareness, and knowledge on the rights entitled to vulnerable women and men in Durres areas, including administrative units and remote areas.
Funding Information
- The project proposal should include a budget proposal where the request for grant shall not exceed the amount of 2,600,000 – 3,100,000 Albanian LEKË. Any grant requests over 3,100,000 for the total project period will not be considered.
- The project duration is 12 months.
Geographical Reach
The proposed interventions are encouraged to cover three indicated geographical areas under Lot 1 and Lot 2, meaning the project proposals for Lot 1 should cover Lezha and Kurbin areas only and proposals under Lot 2 should cover Durres area only.
Eligibility Criteria
- This call is open to Albanian non-profit organizations with working experience in organizing awareness raising, networking and civic engagement initiatives of marginalized communities on human rights, such as victims of gender-based and/or domestic violence, returnees from migration, Roma and Egyptian communities, members of LGBTI community, persons with disabilities, including youth and elderly. By organization it is understood a non-profit organization registered in Albania to provide legal and social services to the vulnerable individuals and groups, where a primary aim of these organizations is empowerment and the growth of self-advocacy of persons to realize their lawful interests by accessing basic services, including DV and GBV victims.
- Each NGO is encouraged to provide one proposal choosing one Lot considering its profile and accumulated experience.
- The applicants should submit:
- the court decision certifying the registration of the organization;
- a valid tax registration (NIPT) certificate;
- a bank account in Albanian Lekë (ALL) in the name of the organization;
- CV and background of the organization, including staff that is expected to be engaged with the programme.
