The Public Safety Canada (PS) is seeking applications for the Communities at Risk: Security Infrastructure Program (SIP) to provide time-limited funding and support for communities at risk of hate-motivated incidents/crime to enhance security measures at their gathering spaces.
Purpose
- The purpose of the SIP is to support the implementation of projects to help communities with a demonstrated history of being victimized by hate-motivated crime through the enhancement of their security infrastructure.
- The SIP supports Public Safety Canada’s Strategic Outcome of providing Canadians with “A Safe and Resilient Canada”. Providing communities with security infrastructure should lead to a reduction in the number of hate-motivated crimes, which would then lead to an increase in community safety, part of Public Safety Canada’s Strategic Outcome.
- Public Safety Canada’s SIP contributes to the federal government’s leadership role in promoting community safety. It does this, in part, through providing contribution funding to local community organizations to enhance their security infrastructure to prevent or deter hate-motivated crime.
Objectives
The objectives of the Security Infrastructure Program are as follows:
- A reduction of incidents of hate-motivated crime in targeted areas;
- An increased sense of security in communities at risk of hate-motivated crime in targeted areas; and,
- An increased awareness of the particular challenges faced by communities at risk of hate-motivated crime. By providing these communities with security infrastructure, a reduction in hate-motivated crime is anticipated which would lead to an increase in overall community safety.
Funding Information
- The SIP funds up to 50% of the eligible costs of a project—such as lighting, fencing, cameras, and alarms—up to a maximum of $100,000 per project.
- The remaining 50% of the project’s cost are to be covered by the recipient.
- Applicants must ensure that they have sufficient funding available as cash or in-kind contributions that amount to a minimum of 50% of the total project costs. These contributions must be from non-governmental sources.
- Funding provided by the program cannot be used in combination with any other federal/provincial/territorial/regional/municipal government assistance for the same purpose and eligible expenses.
- Twelve (12) months is the maximum period for which a contribution will be initially approved, with a possibility for an extension of an additional six (6) months if required and approved by the Department. An agreement shall not exceed a total of eighteen (18) months.
Eligible Activities
Eligible activities include:
- Purchase and/or installation of modest security equipment and hardware;
- Minor Renovations to the interior or perimeter of the site directly related to enhancing the security of the building;
- Contract security expertise for the completion of security assessments, security plans, emergency contingency plans and evacuation plans; and,
- Training.
Eligibility Criteria
- Funding is available to four (4) types of private, not-for-profit organizations, who are at risk of being victimized by hate-motivated incidents and/or crime. As such, you will also need to demonstrate that your organization is at risk of hate-motivated incidents/crimes. A project may be proposed as a preventative measure, as long as the risk of a potential hate incident occurring at the project site is explained in the application.
- An organization may still qualify for funding even if they have never experienced a hate-motivated crime or incident against their project site, as long as they meet the minimum eligibility requirements.
- Crown corporations, government bodies, publicly funded institutions, for profit organizations, and individuals are not eligible for funding.
- Residential dwellings and daycares are also not supported, with the exception of those who may fall under the gender-based violence shelters recipient class.
- Any work or purchases conducted prior to the signature of a funding agreement with Public Safety Canada are not reimbursable or eligible under the program.
