The Alliance Development Trust (ADT) invites eligible Community-Based Organizations (CBOs) operating in the Northern, Eastern, North-Western, North-Central, Central, and Southern Provinces of Sri Lanka to submit proposals for sub-grants under the project titled “Strengthening Freedom of Religion or Belief (FoRB) in Sri Lanka.”
The project’s goal is to strengthen and expand documentation of religiously motivated human rights violations and use this documentation to improve legal and public advocacy for FoRB in Sri Lanka. The project will achieve this goal through two main objectives:
- Strengthening documentation of religiously motivated human rights violations.
- Improving community understanding of FoRB, peacebuilding, and intersectional approaches.
To achieve the 1st objective, the project will train rapporteurs to gather documentation on FoRB violations in six provinces. Here, the project will partner with six, selected local organisations in the Northern, Eastern, North-Western, North-Central, Central, and Southern to identify and support the potential rapporteurs. Once the rapporteurs are identified, they will be provided training focusing on the particular needs of minority communities in Sri Lanka. Two documentation training seminars will be held for the rapporteurs, providing guidance on collecting evidence that meets the standard for presentation in court. The local organisations will continue to work with the rapporteurs and ensure compliance with the project’s requirements.
To achieve the 2nd objective, the project will train community leaders on FoRB mediation and peacebuilding. The selected six organisations will be tasked with conducting a series of six three-day provincial-level training programs for faith leaders, civil society actors, media personnel, youth leaders, legal professionals, and women leaders in hotbed areas for FoRB violations in the target provinces. 30 participants will be selected through the recommendation of existing community-level networks and an open application process. The training will be designed to ensure community leaders are prepared to act on the documentation gathered under Objective 1 and to provide opportunities for peacebuilding.
Scope of Work
- Key activity 1: Conducting a three-day training on FoRB for 30 community leaders.
- Identify faith leaders, civil society actors, media personnel, youth leaders, legal professionals, and women leaders in FoRB-affected areas.
- Coordinate and conduct a three-day training program with active participation from 30 community leaders.
- Create a comprehensive report on the training program, covering content, including information about participants’ backgrounds and roles within the community.
- Evaluate the training’s impact on participants’ knowledge, attitudes, and practices related to FoRB.
- Engage in follow-up activities.
- Key activity 2: Documentation of FoRB violations in the target district.
- Identify and select Human Rights Defenders (HRD) who will be responsible for documenting violations of the right to Freedom of Religion or Belief (FoRB) within the designated target district.
- Coordinate and conduct training sessions specifically designed for the selected HRDs.
- Work closely with the HRDs, providing guidance and support to ensure their compliance with the project’s requirements.
- Prepare reports on the training program detailing the objectives, activities, and outcomes of the training program.
- Maintain regular communication with the HRDs to receive and review their documentation reports.
- Provide feedback, guidance, and clarification as needed to ensure the accuracy and quality of the documentation.
- Submit documentation reports monthly to the ADT.

- Timeframe: Project activities are expected to be implemented during 1st of September 2023 to the 30th of March 2024.
Eligibility Criteria
- Must ideally be a legally registered organisation in Sri Lanka.
- Should have a proven track record of working on human rights issues, preferably related to freedom of religion or belief.
- Demonstrated experience in organizing and conducting training programs for community leaders.
- Strong connections and networks within their respective districts.
- Have sound financial management systems in place.
