The Networking HIV and AIDS Community of Southern Africa (NACOSA) is inviting interested non-profit organisations experienced in working with adolescents and young people, and with presence in the George sub-district (Garden Route District, Western Cape) to apply to be considered as a Sub-Recipient (SR).
The South Africa Country Coordinating Mechanism (CCM) provides oversight to the implementation of HIV and TB programmes funded by the Global Fund in South Africa. NACOSA is one of the Principal Recipients (PRs) that implements the My Journey Adolescents and Young People Programme. NACOSA is the grants manager while sub-recipient organisations (SRs) implement the programme.
The AYP Programme (2022 – 2025) offers a risk avoidance, age-tailored combination prevention programme for AYP aged 10-24 years. The programme targets AYP in and out of school, and will not decline service provision to other populations who are engaged by the programme i.e. members of the broader community.
Objectives
- The Global Fund Adolescents and Young People (AYP) Programme in South Africa offers a comprehensive package of social, structural and biomedical services through a highly-focused approach, reaching Adolescent Girls and Young Women (AGYW), Adolescent Boys and Young Men (ABYM), Adolescents Living with HIV (ALHIV) and Adolescents with Disabilities; aged 10-24 years.
- The programme is offered in 14 sub-districts across nine provinces. NACOSA were allocated four of the 14 sub-districts; Tshwane 1, Klipfontein, Mitchells Plain and Sol Plaatjie sub-districts, and they are now expanding into a smaller cluster in the Garden Route for the remainder of the grant period until March 2025. A further 3-year funding cycle may become available from 1 April 2025 – 31 March 2028.
- In the Garden Route the programme will initially be targeting the communities of; Thembalethu, Kuyasa, Lawaaikamp and Touwsranten. The objectives of the AYP programme are aligned to She Conquers Campaign and aim to:
Core and Layered Services
- The core (minimum) package is comprised of:
- A risk assessment (using the human centered design approach) to determine referral pathways,
- An offer of an HIV test,
- Male and female condom education
- Offer of condoms and lubricants, as well as additional health information,
- A service plan.
- Based on the personal risk profile AYP will be directed to a range of health, behavioural and structural interventions and if required, they will also be supported to successfully access services offered via referral pathway.

Criteria
- All applicant organisations must have a broad-based black economic empowerment (B-BBEE) level one (1) or two (2) only. Applicants who do not meet the above requirement will be disqualified from further evaluation.
- A valid B-BBEE certificate or sworn affidavit is required. Organisations that don’t have a B-BBEE Verification Certificate issued by an independent verification agency must complete a sworn affidavit using the Department of Trade and Industry (DTI) templates for specialised entities:
- B-BBEE Qualifying Small Enterprise – Specialised Entity template. This is for organisations with an annual income between R10 million and R50 million.
- B-BBEE Exempted Micro Enterprise – Specialised Entity template. This is for organisations with an annual income below R10 million.
