The United States Department of State’s Bureau of Counter terrorism (CT) has announced a Notice of Funding Opportunity (NOFO) for organizations interested in submitting proposals for a global project that focuses on mothers and their roles as change-makers in terrorism-affected countries.
Additionally, this program will develop new or refine existing practices or models, and then implement these models that aim to provide mothers with the structures, tools, and skills to prevent terrorist radicalization and counter the influence of terrorist ideologies.
This project aims to develop and implement a model that both educates and empowers mothers in terrorism-affected countries, specifically India, Bangladesh, and five Western Balkan countries: Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia. This project will provide necessary structures, tools, and skills to mothers to help prevent the growth of terrorist ideologies.
The CT Bureau seeks to capitalize on mothers’ abilities to prevent terrorism; serve as an “early warning” detection system; and build their confidence and skills to address the challenges of potential terrorist radicalization within their own families. With the right tools and training, mothers can participate in meaningful discussions among their families and other community members, learn how to identify and respond to the signs of radicalization, and simultaneously, promote the end goals of prevention and counter-radicalization.
Objectives
In order to fulfill this purpose and meet this goal, the Mothers against Terrorist Radicalization project has 3 key objectives:
- Develop a program that brings together concerned mothers of vulnerable children and affected mothers(e.g., those who have lost children to terrorism or terrorist recruitment).
- Provide tools to enhance mothers’ awareness of terrorist influences through the provision of training workshops and resources on how to respond to signs of radicalization.
- Increase mothers’ individual and collective knowledge on ways to preempt, detect, and react to the early warning signs of radicalization in their children.

Eligibility Criteria
- Previous experience working in counter terrorism is required; experience in South Asian and Western Balkans regions is strongly preferred.
- Applicants should:
- Demonstrate expertise with training in sensitive environments, particularly in regions prone to terrorist activity – including mitigating risk in undertaking sensitive efforts to prevent radicalization to terrorism.
- Demonstrate expertise in train-the-trainer methods, and workshop and/or curriculum development, and institutionalization/sustainability of such work.
- Demonstrate in-depth understanding of South Asian and Western Balkans’ cultural contexts and governance structures.
