European Commission is seeking proposals for its programme entitled “Prevent and combat racism, xenophobia and other forms of intolerance”.
Priorities
The call is aimed at supporting projects focusing on preventing and combating racism, xenophobia and other forms of intolerance, by:
- Improving responses to hate crime and hate speech, including but not limited to means of criminal law.
- Supporting victims of hate crime and hate speech.
- Preventing hatred by fostering tolerance and social cohesion.
Activities
The call will fund projects focused on one or more among the following activities:
- Build capacity of public authorities, civil society and other relevant actors.
- Ensure support and protection for victims of hate crime and hate speech.
- Achieve strengthened cooperation between key actors.
- Creating better understanding between communities.
- Awareness raising campaigns and initiatives.

- The budget for this call is EUR 4,000,000.
Expected Results
- Curbing manifestations of racism, xenophobia and other forms of intolerance across the EU, including incidents of hate crime and hate speech.
- Increased capacity of national and local authorities and civil society and community actors to address issues related to racism, xenophobia and other forms of intolerance, including better respond to hate crime and hate speech.
- Improved support to hate crime victims, better awareness of the rights of victims of hate crime and hate speech and increased number of reported hate crime and hate speech incidents.
- Strengthened cooperation and exchange of information between competent national authorities and other key actors such as civil society organisations and community representatives in the area of preventing and combating racism, xenophobia and other forms of intolerance.
- Effective prevention measures addressing manifestations of racism, xenophobia and other forms of intolerance developed and implemented.
- Improved understanding and increased coalition building between communities.
- Increased awareness of the impact of racism, xenophobia and other forms of intolerance, of current trends and of existing responses, in particular among the general public, multipliers and community leaders, vulnerable groups and communities.
Eligibility Criteria
- The Member States (MS) of the European Union (EU), including their overseas departments, Iceland and Liechtenstein.
- Proposals from applicants in candidate or associated countries may be selected provided that, on the date of award, agreements have entered into force setting out the arrangements for the participation of those countries in the programme.
- The applicant and partners must be public entities or private organisations, duly established in one of the countries participating in the programme, or international organisations. Organisations which are profit-oriented must submit applications in partnership with public entities or private non-profit organisations.
- The project can be either national or transnational.
- The application must involve at least two organisations (applicant and partner).
- The EU grant requested cannot be lower than EUR 75 000.
- For British applicants and partners: Please be aware that eligibility criteria must be complied with for the entire duration of the grant. If the United Kingdom withdraws from the EU during the grant period without concluding an agreement with the EU ensuring in particular that British applicants continue to be eligible, applicants will cease to receive EU funding (while continuing, where possible, to participate) or be required to leave the project
