ASEAN-ACT seeks to provide small grants for selected civil society organisations in Indonesia, the Philippines and Thailand to foster changes in policy and behaviour towards counter-trafficking responses so that they are more inclusive of and sensitive to the needs of persons with disabilities.
ASEAN-ACT is a 10-year partnership funded by the Australian Government to support ASEAN Member States to implement and report on their obligations under the ASIAN Convention against Trafficking in Persons, Especially Women and Children (ACTIP) to strengthen justice responses to trafficking, while upholding the rights of victims.
Despite the magnitude of the problem and the critical need for improved understanding and responses, the current research and action surrounding the nexus of disability and trafficking in persons remains limited. The recent study conducted by the ASEAN-Australia Counter Trafficking program (ASEAN-ACT) for instance, has identified significant gaps – whether in laws, policy, and practices including in victim support and data – which will require all stakeholders to work together towards the full and meaningful participation and inclusion of persons with disability in countering trafficking in persons.
Focus Area
- Coalition building between OPDs and NGOs working on countering trafficking and related issues to better influence the existing national and sub-national CTIP strategies and programmes in response to trafficking in persons.
- Identification of a specific legal or policy reform related to counter trafficking in persons that OPDs, NGOs and government work together to improve from a disability inclusion perspective.
- Policy advocacy to enhance understanding and address the specific needs and vulnerabilities of persons with disabilities in victim support and protection in the context of trafficking in persons, and/or the needs of disability data disaggregated to inform counter-trafficking related policies and responses.
Funding Information
- Up to AU$50,000 per grant.
- Duration of Project is 3 months to 1 year.
Ineligible Funding
- Cash grants or micro-credit schemes or projects that involve the return of money
- Commercial ventures
- Purchase of major assets, e.g. vehicles
- Australian or overseas study tours
- International travel
- Sponsorship of major sporting tournaments or cultural displays that do not have a clear developmental benefit.
- The administration cost for the organisation must not exceed 10% of the value of the project.
Priority Proposals
- Priority will be given to proposals that:
- Are led by or involve persons with disabilities and OPDs in key roles.
- Promote strong collaboration among CSOs, OPDs and other cross-sectoral stakeholders.
- Demonstrate strong potential for sustainable long-term impact and collaboration.
- Applicants are encouraged to consider forming a consortium of organisations to implement the grant. However one organisation must be identified as the lead and responsible for proposal submission and grant signing.
Eligibility Criteria
- Your organisation must be registered in Indonesia, the Philippines or Thailand.
- Your organisation must have demonstrated ability to collaborate with relevant stakeholders, including government agencies, OPDs and persons with disabilities, civil society partners working in counter-trafficking in persons.
Selection Criteria
- Proposals will be reviewed by a selection panel based on the following criteria:
- Alignment with ASEAN-ACT call for proposal focus areas, with a particular focus on gender equality, disability and social inclusion.
- Clarity and feasibility of the project design and monitoring plan.
- Expertise and experience of the applicant organization.
- Sustainability and impact of the proposed project.
- Budgetary justification.
