The United Nations Capital Development Fund is seeking applications from NGOs to foster digital financial inclusion and entrepreneurship development for migrants and their families.
UNCDF in Bangladesh is currently implementing ‘Shafal – Remittance Management for Socio-economic Stability of Migrant Families’ programme, which aims to address these challenges by focusing on enhancing the asset-building capacity of migrant workers and their families. This program aligns with the Sustainable Development Goals (SDGs) and the Government of Bangladesh’s plans for leveraging remittances for development. Through a combination of financial inclusion, digitalization, and entrepreneurship development, Shafal seeks to create a more resilient and economically empowered migrant population. To enhance the current context, the Shafal has identified areas requiring improvement and recognized three key outcomes:
- Outcome 1: Migrant workers and their families benefit from a better remittance management and reduce their risk of falling back into poverty.
- Outcome 2: Financial institutions sustain the asset-building strategies of migrant workers and their families by providing gender-smart and migrant-centric services, in an accountable and effective manner.
- Outcome 3: Government defines the policy reforms, guidance and instruments required to facilitate financial services for migrant workers and their families.
For the purpose of this TOR, the selected partner is expected to work with UNCDF in the delivery of Outcome 1 of this project: Migrant workers and their families benefit from a better remittance management and reduce their risk of falling back into poverty.
Objectives
- The specific objectives of the work required in this TOR will be:
- Provide on-ground field mobilization support needed to meet Shafal project objective of ensuring that migrant workers and their families benefit from the positive effects of remittances, while decreasing their vulnerability in 6 project districts.
- Conduct remittance utilization awareness campaigns and support digital financial literacy campaigns for migrants and their families to improve remittance management and maximize utilization. The project aims to reach minimum 900,000 people through the awareness campaigns focusing on migrants and their families.
- Enhance income-generating prospects for migrants and their families through Entrepreneurship Trainings and financing support to women returning migrants: provide relevant (suited to their geographical location and the supply chain around) entrepreneurship trainings to women and men migrant workers and their family members and administer grant for returning women migrants under exceptional situations by running a rural women accelerator for returning migrant women.
- Establish sustainable skill-based referral systems in collaboration with public and private organization to provide better income opportunities for migrants and their families.
- Facilitate skill-based referrals to relevant institutions for migrants and their family members looking to skill themselves and facilitate linkage and collaboration with public and private organizations to ensure sustainability of the intervention beyond project timeframe.
Thematic Scope and Areas of Intervention
- Activity 1: Deliver Remittance Utilization Awareness Campaign and Digital Financial Literacy & Resource Utilization training.
- Activity 2: Entrepreneurship Trainings and Financing Support for Women Returning Migrants
- Activity 3: Skill-based Referrals and Collaboration with Public and Private Organizations
Funding Information
- The total budget for this grant is USD 870,000 to be distributed among 3 to 6 successful applicants.
- Applicants are requested to submit a financial proposal with costs broken down per district.
- Value: $150,000.00 to $300,000.00
Geographical Scope
- The Interventions through this TOR aim to provide direct service delivery to families of migrant workers and strengthen the capacity of service providers in rural areas. The interventions focus in six districts of the Chittagong and Dhaka division, namely Chattogram, Cumilla, Feni, Munshiganj, Narsingdi, and Tangail districts, focusing on high migration outflow, poverty incidence, climate change exposure, presence of women migrant workers, and concentration of industries and financial institutions.
Eligibility Criteria
- UNCDF is looking to work with Non-Government Organizations (NGOs) (National or international) for the purpose of this grant, and consortiums of entities led by an NGO are also encouraged to apply. The NGO must have the following minimum eligibility and qualification criteria:
- Registered and certified NGO registered in NGO affairs Bureau
- The NGO must have a minimum of 5 years of overall experience to work with UNagencies or INGO or donor or GoB under different ministries.
- The NGO and/or its consortium member must demonstrate direct experience working with the target beneficiaries at the grassroots level in Bangladesh.
- The NGO must have carried out at least two assignments in any of the following fields: safe migration, access to finance, financial literacy, remittance management, digital tools and service integration, entrepreneurship training and development.
- The NGO must have prior experience of collaborating with relevant government institutions, private institutions and local government bodies in the applied zone
- The NGO must have geographical presence to work within six project districts. NGOs are encouraged to apply for multiple districts or for entire zone.
- The organisation must have the experience of implementing projects with a cumulative value of USD 100,000 of fund within last 03 (three) years. Project fund on microfinance will not be considered on this threshold.
- The company is not in the UN Security Council 1267/1989 List, UN Procurement Division List or Other UN Ineligibility List.
