UN Women has announced a call for proposals for the Provision of Emergency Legal Assistance to Survivors of Gender-Based Violence in the COVID-19 Context.
Objective
The objective of this initiative is to strengthen the quality, availability, and accessibility of legal assistance to survivors of gender-based violence in the COVID-19 context in Nepal.
Tasks
To achieve the objective, the agency is expected to undertake the following tasks:
- Task 1: Provide pro bono legal assistance to GBV survivors in the lockdown and post-lockdown situations
- Operate a regular and accessible daytime legal counselling service through phone
- Operate an online tool to gather information on – and respond to – legal assistance needs.
- Provide legal support including referral and case support in the lockdown and post-lockdown context
- Task 2: Disseminate information about the pro bono legal assistance services, the rights of women and GBV survivors, and related laws and fund mechanisms using social media, Public Service Announcements (PSAs), and other technological solutions
- Promote pro bono legal assistance services, the rights of women and GBV survivors, and related laws and fund mechanisms using social media and other technological solutions.
- Promote pro bono legal assistance services, the rights of women and GBV survivors, and related laws and fund mechanisms using PSAa
- Task 3: Advocate for the emerging and pertinent needs of GBV survivors in the COVID-19 context
- Advocacy meetings with concerned authorities at federal and provincial level to enhance the collective response to GBV in the COVID-19 context.
- Support advocacy as required to ensure a more effective response to the needs of GBV survivors.

Geographic Coverage
The agency should ensure nationwide reach when implementing activities under this initiative. Particular attention should be given to reaching excluded groups.
Competencies
Technical/functional competencies required:
- Demonstrable organizational experience and expertise in the provision of legal counselling services on GBV using a feminist lens;
- Availability of in-house certified experts/lawyers;
- Sound knowledge of the legal framework in Nepal;
- Sound knowledge and technical expertise on the issue of violence against women in Nepal;
- Proven organizational experience in building strategic partnerships, connections and networks with relevant partners, including women-led organizations, CSOs and government agencies at all levels;
- Demonstrated commitment to working with excluded groups;
- Expertise in the advocacy for the issues of women, vulnerable and excluded groups both at the local and national level;
- Experiences in communication and digital mediums.
Application Requirements
Applicants are required to submit the following:
- Proof of registration with the relevant government agencies and the tax/vat office;
- A technical proposal: Letter of Interest, stating why you consider your agency suitable for the assignment;
- Brief methodology on the approach and implementation of the assignment, including how the organisation ensures confidentiality and privacy;
- Submission of organisation’s staff diversity matrix along with the proposal as mentioned in the required documents tab of RFP;
- Company profile, CVs of technical personnel and legal aid staff proposed for this project, highlighting qualifications and experience in similar projects;
- Provide at least 3 references;
- Financial proposal must be fully responsive to this TOR the technical offer should include explanation of costing each item. (unit price together with any other expenses etc.). Financial proposal should submit in separate Financial envelop.
- Any other documents as mentioned in the Request for Proposal (RFP).
