The European Union (EU) has announced a call for proposals to promote the capacity building of Civil Society Organizations to broaden their role in the public debate and implement initiatives that reinforce participatory democracy and lead to equitable, sustainable and inclusive development.

- Specific Objectives
- Lot 1:
- Fortalecer participation and the role of civil society in the implementation of international agreements in the area commercial and/or environmental and/or climate, where Brazil and the EU are signatories.
- Lot 2:
- Promote the development of sustainable socio- economic activities in a context of post-pandemic recovery in the Legal Amazon.
- Lot 3:
- Support indigenous peoples in the Legal Amazon.

- Lot 1:
- Mechanisms of representation and participation of civil society in the implementation of international agreements commitments.
- Transparency and visibility in the implementation of international agreements commitments, including the production and systematization of data and information.
- Initiatives that support the effectiveness of social and environmental clauses and human rights in relation to commercial/economic axes.
- Lot 2:
- Use of technology sust entáveis and to stimulate a bio economy or an economy circular in sectors hit by Paralis share of economic activity during the pandemic.
- Partnership with companies and private enterprises, as well as authorities públic the s locations for the construction of circular and SUSTAINABLE economic activities ables to generate employment and income.
- Initiatives of business associations to strengthen social and environmental responsibility (Responsible Business Conduct) of companies with a focus on post-pandemic recovery.
- Lot 3:
- Initiatives that poiem the integrity territorial protection and safety of TerrIndígenas.
- Implementation of political and administrative partnerships with the governments of the Legal Amazon for the realization of indigenous rights.
- Development activities are heat sustainable economic to strengthen indigenous peoples and other actions aimed at confronting COVID-19 n the period (post) pandemic.
Funding Information
- The overall indicative amount made available under this call for proposals is EUR 5,400,000.
- Size of Grants
- Lot 1:
- minimum amount: 400, 000 EUR

- minimum amount: 500, 000 EUR

- Lot 1:
Duration
The initial duration foreseen for an action cannot be less than 36 months nor exceed the maximum of 48 months.
Location
- The actions must be in Brazil , with the following specificities:
- Lot 1: the actions must be carried out in Brazil. Only proposals that have a state, regional or national scale will be supported.
- However, activities point can, if duly justified in describing the action occur in other countries when they are directly related to the action and for the benefit of groups in vulnerable situations, for example , participation in a seminar or in an international conference, a visit European institutions, an opening or closing of a campaign, a specific exhibition or other similar events.
- Lot 2 and 3 : the s actions must be carried out in the Brazilian Amazon Brazilian
Eligibility Criteria
Lead applicant(s)
- LOT 1:
- To be eligible for a grant, lead applicants must:
- have legal personality
- non-profit making
- be nationals of Brazil or of a Member State of the European Union or of a Member State of the European Economic Area (Iceland, Liechtenstein and Norway). For British candidates: the bserve that the eligibility criteria must be met along d and the duration of the grant . If the UK withdraw from the EU during the period d the grant without reaching an agreement with the Union European specifically ensure that UK applicants remain elegíve is , cease to receive EU funding (while still, if possible participate) or will be asked to leave the project in accordance with Article 12 .2.e) of the grant agreement
- be a CSO or platform, or representative coalition of CSOs formed in accordance with the legislation in force in the country concerned
- have at least 3 years’ experience in the subject to be addressed by the proposal
- be directly responsible, together with its co – applicant (s) and affiliated entity (ies), for the preparation and management of the action and not act as intermediaries
- compete with co-applicants
- international organizations are not eligible but can participate as members
- Lots 2 and 3:
- have legal personality

- be a CSO or platform, or representative coalition of CSOs formed in accordance with the legislation in force in the country concerned
- be established in Brazil
- have at least 3 years’ experience in the subject to be addressed by the proposal

- international organizations are not eligible but can participate as members.
- To be eligible for a grant, lead applicants must:
Co-applicants
- Co-applicants must participate in the design and implementation of the action and the costs they incur are eligible in the same way as the costs borne by the main applicant.
- Co-applicants must meet the same eligibility criteria as those applicable to the lead applicant itself.
- The main applicants must compete together with co-applicants established in Brazil.
Affiliated Entities
- The lead applicant and his co-applicant (s) may compete with affiliated entity (ies).
- Only the following entities can be considered as entities affiliated with the main applicant and / or the co-applicant (s):
- Only entities that have a structural link with the applicants (ie the main applicant or a co-applicant), especially a legal or financial link.
- This structural link essentially includes two notions:
- Control, as defined in Directive 2013/34 / EU on annual financial statements, consolidated financial statements and related reports of certain forms of companies:
- Thus, entities affiliated with an applicant can be:
- Entities controlled directly or indirectly by the applicant (affiliated companies). They can also be entities controlled by an entity controlled by the applicant (sub-subsidiary companies), the same applying to subsequent levels of control;
- Entities that control the applicant directly or indirectly (parent companies). Likewise, they can be entities that control an entity that controls the applicant;
- Entities under the same direct or indirect control as the applicant (subsidiary companies).
