The UN-Habitat has launched the call for proposals for the Livelihoods Improvement and Disaster Resilience Enhancement Program for the areas affected by Earthquake in Jajarkot.
Project is funded by the Government of Japan (GOJ) and jointly implemented by UNDP Nepal (lead) and UN-Habitat Nepal.
Purpose
- This call is issued to identify up to two NGO partners with demonstrated experience in the community mobilization and facilitating community-led interventions leading to restoration and construction of small-scale community infrastructure—such as irrigation canals, common facility centres, blacksmith workshops, small trails, water mills, chautaras, patis, etc. As well as experience in livelihood recovery, through skill and entrepreneurship development, supporting networks and establishing market linkage will be necessary.
- The selected partners will enter into an Agreement of Cooperation (AoC) to carry out necessary community outreach, effective mobilization and support on-the-ground to facilitate community-led implementation under Outcome 2 of the project.
Key Responsibilities
- Facilitating a community-led process for field verification, and validation of selected community infrastructure.
- Conducting site surveys and analysis for preparing detailed environment, social safeguard system assessments, under guidance of UN-Habitat field team.
- Coordinate and collaborate with communities in co-designing for restoration and construction of community infrastructure where required.
- Restoring or constructing selected infrastructure with active community participation
- Facilitate community mobilization to identify key/potential skills and areas for livelihood upliftment.
- Delivering training to build skills and promote entrepreneurship development on prioritized areas.
- Providing essential equipment and other relevant support for support livelihood recovery, where required.
Funding Information
- Size of grant: Total for 8 months project period with total funds of maximum USD 264,000 (USD 157,000 for Jajarkot and 107,000 for Rukum West)

- Estimated duration of project in calendar months: 7 months.
Main Activities and Approach
- The activities described below reflects cumulative target in two districts, which are further disaggregated district-wise to highlight the distribution of support across municipalities and districts). The Implementing Partner will be undertaking main activities under Outcome 2 of the project as follows (but not limited to):
- Outcome 2: Earthquake-affected community resilience enhanced in selected districts and local governments
- Output 2.1: Livelihoods opportunities created, and market revitalized through, community infrastructure and other livelihoods interventions
- Activity 2.1.1: Provision of support in construction of 10 Common Facility Centre
- Sub-Activity 2.1.1.1 Establish Common Facility Centres (1 in each palika)
- Sub-Activity 2.1.1.2 Establish local Market Centre/collection centre (1 in each palika)
- Sub-Activity 2.1.1.3 Reconstruction/construction of water mills, small irrigation canals, local roads, trails, chautara and patis
- Output 2.1: Livelihoods opportunities created, and market revitalized through, community infrastructure and other livelihoods interventions
- Outcome 2: Earthquake-affected community resilience enhanced in selected districts and local governments
Deliverables/Results
- Provide 1 local Sub-engineer and (for 7 months), 2 local Social Mobilizers (for 6 months) for Rukum West and 1 local Sub-engineer (for 7 months) and 3 local Social Mobilizers (for 6 months) for Jajarkot with partial engagement of key personnels (admin/finance, coordination) to support the UN-Habitat’s Project Engineer and Social and Livelihood Assistant in implementing the project activities.
- Support to conduct site surveys and analysis for preparing detailed environment, social safeguard system (ESSS) assessments, under guidance of UN-Habitat field team, and the implementation of the ESSS action plan during project implementation to avoid, mitigate any adverse impact of the project activities to communities and environment.
- Organize at least 14 consultative meetings for Rukum West and 21 consultative meetings for Jajarkot with the communities for the site verification, design, validation and support the construction process.

- Audited company financial statements (balance sheet and income statement) and auditors report for the last two years.

- Is the organization willing and able to have a separate bank account for the funds provided by UN-Habitat?
