The Ministry of Education, Science and Innovation is announcing a Public Call for NGOs to nominate one representative as a member of the Working Group for the development of the state aid scheme and by-laws related to the Law on Incentive Measures for the Development of Research and Innovation.
Eligibility Criteria
- A non-governmental organization may nominate only one representative for membership in the Working Group.
- Criteria for a non-governmental organization that may nominate its representative in the working body:
- that it is registered in the register of non-governmental organizations before the publication of the public call;
- that its statute has established activities and goals in areas related to the issue considered or normatively regulated by the working body;
- that it is not in the Criminal Records Register;
- that in the previous three years, in relation to the issue considered or normatively regulated by the working body, it has conducted research, developed a document, organized a meeting or implemented a project aimed at improving the situation in the field of innovation;
- that it has submitted a tax return for the previous fiscal year (photocopy of the balance sheet and income statement);
- that more than half of the members of the non-governmental organization’s governing body are not members of political party bodies, public officials, managers or civil servants, or employees.
- Criteria to be met by a representative of a non-governmental organization in the working body:
- to have a residence in Montenegro;
- that he has experience in the field to which the issue that is considered or normatively regulated by the working body refers;
- that he is not a member of the body of a political party, a public official, a civil servant, or an employee.
Application Requirements
- Documentation to be submitted with the proposal of a representative of a non-governmental organization in the working body:
- proof that it is registered in the register of non-governmental organizations (photocopy of the act);
- photocopy of the statute of the non-governmental organization;
- proof that the non-governmental organization has conducted research, developed a document, organized a meeting or implemented a project in the field of air quality in the previous three years, in connection with the issue considered or normatively regulated by the working body, signed by a person authorized to represent and certified by the seal of the non-governmental organization;
- proof that the non-governmental organization has submitted a tax return for the previous fiscal year to the tax authority (photocopy of the balance sheet and income statement);
- statement by a person authorized to represent the non-governmental organization that more than half of the members of the non-governmental organization’s management body are not members of political party bodies, public officials, managers or civil servants or employees;
- photocopy of an identity card or other public document on the basis of which the identity of the representative of the non-governmental organization in the working body is established;
- biography of the representative of the non-governmental organization in the working body;
- proof of the experience of the representative of the non-governmental organization in the field to which the issue considered or normatively regulated by the working body relates (professional work, certificate or other document);
- a statement by the representative of the non-governmental organization in the working body that she is not a member of a political party body, public official, manager or civil servant, or employee;
- statement of the representative of the non-governmental organization that he accepts that the non-governmental organization nominates him as its representative in the working body.
