The United Nations High Commissioner for Refugees (UNHCR) has launched a Call for Expression of Interest in Syria. This call invites existing and potential partners to express their interest in supporting UNHCR’s protection and assistance programs under the upcoming 2026–2029 multi-year strategy.
Selected partners will be considered for retention throughout the strategy period. However, the current concept note should focus only on the needs and response planned for 2026. This year is viewed as a critical transition phase, shifting from care and maintenance approaches to a focus on return and reintegration of displaced populations.
Interested organizations must submit a single concept note outlining proposed projects for relevant sectors or activities. These proposals may cover multiple sectors and locations across various governorates in Syria.
The sectors include Camp Coordination and Camp Management, general Health, Livelihoods focused on self-reliance, and a wide range of Protection activities such as birth registration, child protection, detention, gender-based violence, legal assistance, and general protection services. Shelter support is also key, including construction, emergency shelter, and non-food items.
UNHCR’s strategic priorities center on enabling sustainable returns, developing area-based solutions that integrate multiple services, and strengthening legal identity and housing, land, and property (HLP) rights. They also aim to build national capacity through collaboration with government and UN partners and maintain emergency preparedness, especially in protection and shelter sectors.
The geographic focus spans the entire Syrian Arab Republic, including governorates such as Damascus, Aleppo, Homs, Hama, Idlib, Latakia, Daraa, and more.
Proposals will be evaluated based on the organization’s expertise in relevant sectors, project management capabilities, local presence and experience in Syria, and overall cost-effectiveness.
