The Pacific Forum is inviting applications for its Vietnam Technology Policy Fellowship, focusing on critical semiconductor technologies. This 9-month hybrid fellowship centers on creating a legal and policy framework to boost innovation in Vietnam’s semiconductor sector. The program aims to align with global intellectual property standards, enhance enforcement capabilities, and ensure compliance with international trade norms.
The fellowship is offered by the Pacific Forum, a Honolulu-based foreign policy research institute specializing in the Indo-Pacific region. Known for organizing fellowships for foreign policy professionals, the Forum has designed this program to address challenges where foreign policy, technology, law, and national security intersect.
Fellows will collaborate with global mentors and benefit from ongoing professional development opportunities in semiconductor technology. The program nurtures policy analysts and practitioners working at the crossroads of technology and industrial policy. Participants will conduct independent, in-depth research on semiconductor policy topics under expert mentorship.
The fellowship seeks to strengthen Vietnam’s regulatory environment and implementation practices, including export controls, intangible technology transfer controls, intellectual property protection, and other measures to safeguard semiconductor technology from misuse or diversion.
Applicants must be Vietnamese nationals with mid- to senior-level experience and an academic background in policy or law. They should have at least 5-7 years of expertise related to IP protection, export controls, supply chain security, intangible technology transfer, or high-tech manufacturing, preferably in the semiconductor industry. Advanced or native English proficiency is preferred.
The fellowship involves about 10-15 hours per week, mostly remote over eight months, followed by a two-week sponsored stay in the United States. This is not a full-time role, allowing fellows to continue their professional activities without interruption. A modest stipend will be provided.
