The European Commission (hereinafter the “Commission”), through its representation in France, is launching a call for proposals in order to select partners for the management of EUROPE DIRECT for the period 2021-2025.
The EUROPE DIRECT forge a proactive and continuous dialogue with citizens in order to strengthen the sense of belonging to the European project. By organizing information and dialogue activities, EUROPE DIRECT enables citizens to make informed choices about the future of the EU by fully participating in the European democratic process.
Moreover, EUROPE DIRECT also listens to citizens’ expectations and provides feedback to EU institutions. The EUROPE DIRECT working closely with the Commission Representations and liaison offices of the European Parliament (hereinafter the “liaison offices”) in the respective Member States. They also seek to cooperate with other EU outreach networks and local contact points, including relevant local networks (where they exist) and promote mutual exchange and coordination.
Funding Information
- The amount of each annual grant for the years 2022-2025 will be 38 000 EUR.
- The amount of each annual grant for 2021 will be EUR 25,333.
- In addition, an additional one-time grant is awarded in 2021 for an event promoting EUROPE DIRECT for an amount of 4,000 EUR.
Core Tasks
The EUROPE DIRECT must perform the following tasks:
- Task 1: information and dialogue with citizens: The EUROPE DIRECT communicate with the public on European issues by organizing information and dialogue activities such as events, workshops, dialogues with citizens, and any other form of online interaction and offline.
- Task 2:media relations and local opinion leaders: The EUROPE DIRECT establish regular contact and endeavor to conclude of strong partnerships with the media and local opinion leaders, such as:
- the local press and its journalists;
- local television stations and their editorial boards;
- local radio stations and broadcasters;
- influencers on social networks who are active in the region concerned or which are associated with subjects deemed sensitive for the region;
- bloggers and video bloggers who are active in the region concerned or which are associated with subjects considered sensitive for the region;
- other opinion leaders and local opinion makers
- Task 3: awareness of sensitive subjects in the EU at the local level: The EUROPE DIRECT report to the Representation of the Commission any major concern and any local perception of policies or projects the EU on the ground which are likely to have negative repercussions on local public opinion about the EU. These include information distorted or inaccurate on the EU from a particular local angle (i.e. different the rest of the country) that give rise to such concerns.
- Task 4:EU in schools: The EUROPE DIRECT establish links with schools in their zone of influence and promote official EU teaching materials, such as the one available in the Learning Space, on the Parliament web page dedicated to education and learning and any other official material produced by EU institutions.
- Task 5: promotion of a regional network of networks: The EUROPE DIRECT acquire a clear vision of the presence and mission other EU information or awareness networks within the region, of the zone or zone of influence they cover.
Eligibility Criteria
The following applicants can submit proposals:
- a public body, such as a municipality or another level of local/regional administration, or
- federation/association of local authorities, a non-profit organization, social partner, educational, or training institution.
- Individuals are not eligible.
