The European Commission has launched a call for twinning proposals aiming to strengthen the capacities of the Kingdom’s Judicial Agency (AJR) in Morocco.
The focus areas of this project include strengthening access to justice, enhancing good governance of the administration, protecting fundamental rights, and boosting citizens’ confidence in the rule of law through strengthening the AJR’s governance mechanisms in legal, strategic, and organizational matters. Particular attention is given to managing state litigation while placing citizens’ rights at the heart of public action.
This project falls under the Technical Cooperation Facility (TCF) program, financed by the European Union with a total budget of 1,000,000 EUR and a maximum project duration of 24 months. The financing agreement is NDICI-GEO-NEAR/2022/ACT-61040. The call is open exclusively to public administrations and mandated bodies of European Union Member States, following the guidelines set out in the Twinning Manual.
Applicants from the UK must comply with eligibility criteria throughout the grant duration and should note potential funding changes related to the UK’s Union status. The twinning proposals must be submitted by the public administrations through national contact points of EU Member States. Only one proposal per Member State may be presented to the contracting authority. The deadline for submission is 12 November 2025 at 12:00 Brussels time. The selection process includes an assessment of operational capacity and qualitative criteria such as methodology and experience.
Notification of results is expected by 5 December 2025, with evaluation committee meetings planned from 19 November 2025. Detailed application instructions and further information can be obtained from national twinning contact points and the Twinning Handbook.
