Deadline: 24-Aug-20
GRADE has announced a call for proposals to conduct policy experiments on labor markets and social protection in Latin American countries.
This call is focused on action-research studies; studies that are explicitly linked to temporary work programs policy/program implementation to offer solutions to the socio-economic impacts of the pandemic with a gender lens.
Objectives
The focus of the country studies should be labor markets and social protection, particularly in employment programs with a gender lens.
Case studies should seek to provide evidence to guide the introduction of new features such as:
- attracting individuals that are unemployed, not out of the labor force (except for cases of specific groups that have been restricted from the labor force such as young mothers)
- making sure that participants come out of the program in good shape to be employed in the private formal sector;
- making sure that the program has a gender perspective – e.g. that take into account the care economy, transportation and other barriers, and provide skills and training that avoid segregation of women in lower valued occupations for women.
Ideally, case studies should also consider examining temporary works in green infrastructure and other opportunities to build back better towards gender equality and climate action.
Regarding methodologies, the country studies should apply analytical and methodological tools that labor, institutional economics and behavioral economics provide to address the questions posed. Mixed methods are encouraged.
GRADE accepts the country studies to generate rigorous evidence and evaluation, ideally using experimental design. If restrictive and social distance measures remain, fieldwork to collect evidence for evaluation, including surveys and interviews, will be conducted using virtual channels. The studies should be designed in a way that allow to provide rapid feedback loops to implementing agencies.
Funding Information
- This call will finance up to three grants. The reference grant amount is USD50,000, but each proposal’s budget will be assessed on the bases of the activities proposed.
- It is expected that these projects enable a quick response to the crisis, and so, the implementation will take place between October 2020 and December 2021.
Eligibility Criteria
The selection of countries and think tanks will be based on three main criteria:
- The capacity of partner organizations to carry out research in the identified area,
- A proven window of opportunity to advice and impact policy (at different level of governments) in their respective countries (Latin American countries other than Peru)
- The innovation in the policy/program and research design
- The impact of the pandemic and its associated socio-economic consequences.
