The European Commission has been launched to support the development of Morocco’s judicial system, with the goal of strengthening the rule of law through an independent, accessible, and efficient judiciary.
The project, funded under a 1,000,000 EUR call for proposals, aims to bring Morocco’s justice system in line with international standards by enhancing training, governance, and research within the country’s judicial training institution.
At the heart of the project is the Higher Institute of Magistracy (ISM), which will serve as the central hub for the program’s activities. The project is structured around three key objectives: reinforcing ISM’s organizational structure and internal governance, improving the quality and accessibility of judicial training, and establishing a strong legal research and education function. These initiatives include modernizing teaching tools, integrating distance learning, and creating a national and international networked Center for Legal Studies and Research.
With a maximum implementation period of 24 months, the project will take place entirely in Morocco. Its broader goal is to equip the ISM with the resources and tools needed to fulfill its updated mandate, ultimately contributing to a more effective judicial system that is better aligned with the needs of the Moroccan population.
Proposals for the project can only be submitted by public administrations or mandated bodies from European Union Member States, in accordance with the Twinning Manual. Applications must be coordinated through the national contact points of the respective EU countries, ensuring that only eligible institutions with proven public sector expertise take part in the implementation of this significant legal reform initiative.
