The CIVIC Local Initiatives Fund for civil society organizations in Ukraine to access grants focused on improving civilian protection in communities during the winter period.
Eligible organizations are invited to submit proposals that focus on strengthening systems or providing critical equipment with a tangible impact for vulnerable groups, especially in specific communities within the Chernihiv, Kharkiv, Sumy and Kyiv regions.
The grant covers one project up to a total of USD 31,000 and should be implemented within a three-month timeframe, from mid-December 2025 to mid-March 2026. Applicants must demonstrate existing organizational capacity, experience in protection or related areas, and strong collaboration with local authorities including letters of support and official commitments.
Projects might include purchasing necessary equipment such as heating units or generators for shelters or safe gathering spaces, and must enable communities to cope with winter risks including power cuts or reduced mobility. Participation does not require an applicant contribution, but the proposed activities must be well described in the application and fully budgeted. The selection process will assess past experience, technical approach, implementation plan and organization’s ability to deliver in timeframe.
This grant opportunity presents a meaningful chance for eligible NGOs working in the civil protection domain in Ukraine to obtain funding for critical winter‐related interventions, build local resilience, and strengthen local systems for the protection of civilians in crisis-affected regions.
