UNICEF is seeking proposals to strengthen WASH in emergencies in Geneva through operational support for National Coordination Platforms (NCPs) under the Accountability and Quality Assurance (AQA) initiative. The project focuses on guiding collective AQA processes, documenting lessons learned, and producing insights to inform the future of global WASH accountability.
Overview of the Opportunity
The initiative aims to ensure that National Coordination Platforms (NCPs) and their partners have the operational support needed to implement or advance collective AQA processes. This includes guidance in the context of the ongoing humanitarian reset and evolving coordination structures.
Key objectives include:

Supporting NCPs and Technical Working Groups in defining, planning, and establishing joint AQA initiatives

Providing remote guidance and limited in-country engagement for Cluster Coordinators

Advancing existing AQA pilots and initiating support for additional NCPs based on need
Documentation and Learning Component
A critical part of the assignment is capturing lessons learned and best practices from AQA implementation. This includes:

Tracking experiences across countries

Contributing to a final report and webinar

Informing integration of AQA into new structures, including:

Area-Based Coordination approaches
-
Transitioning clusters to sector systems

Contexts without formal clusters

Expected Outcomes by December 2026

Continuity of operational support to participating NCPs

Comprehensive documentation of experiences and learning

Guidance for future phases of global WASH accountability efforts
Partner Role and Collaboration
The selected partner will:

Work closely with UNICEF to provide technical and operational support

Offer advice remotely while engaging in-country as necessary

Assist NCPs in implementing, monitoring, and adapting AQA processes

Capture and synthesize lessons to improve global WASH accountability initiatives
