The United States Agency for International Development in Mexico (USAID/Mexico) is inviting applications for its Strategic Alliances for Mexico (SAM) to promote the creation of partnerships that can increase the impact and sustainability of the results.
Through SAM, USAID/Mexico announces its desire to forge strategic alliances with entities and with the private sector in priority areas, as defined by the Government of Mexico (GOM) and the United States Government (USG).
Priority Areas
- In order to reduce impunity and violence:
- More effective, responsive, and accountable government institutions;
- Communities more effectively resolve and mitigate local conflict;
- Expanded engagement with non-governmental institutions.
- In order to expand US/Mexico economic ties:
- Developed, Sustainable, and Integrated Supply Chains;
- Improved Business Transparency and Integrity Practices.
Funding Information
- The minimum total USAID contribution for an individual activity is US $750,000.
- This includes USAID funding only; therefore, the alliance must have co-investment from resource partners with the same value (where at least 50 percent of the resources in cash) for a total of at least $1.5 million.
Eligibility Criteria
- There are no restrictions to eligibility for this program. However, USAID/Mexico is targeting potential Local and International Entities, New and Untapped Local Entities, and Resource Partners.
- Local Entities are Mexican non-governmental or private sector entities (for-and nonprofit) that can engage and work with Resource Partners. Local entities must be legally registered entities under applicable Mexican law and meet the following criteria:
- They are organized under the laws of Mexico;
- They are not a governmental entity;
- The principal place of business is in Mexico;
- They are majority-owned by individuals who are citizens or lawful permanent residents of Mexico or they are managed by a governing body, the majority of whose members are citizens or lawful permanent residents of Mexico; and
- They are not controlled by a foreign entity or by an individual or individuals who are not citizens or permanent residents of Mexico.
- For the purpose of SAM, individuals are not eligible to be Implementing Partners.
- International Entities are private businesses, business and trade associations, foundations, International Non-Governmental Organizations (NGOs), faith-based organizations, international organizations, colleges and universities, civic groups, regional organizations, etc. that do not meet the criteria for local entities.
- New and Untapped Entities are Mexican, or US, non-governmental or private sector entities (for and non-profit) that either (1) have never received USAID funds in the past or (2) have not received more than USD$ 25 million cumulatively in direct or indirect funding from USAID over the last five years.
- Resource Partners are defined as Non-US Government organizations (local or international corporations, financial institutions, corporate foundations, diaspora organizations, and multilateral organizations) that will contribute cash and in-kind resources to an alliance, including but not limited to technical expertise, goods and services, market access, and related investments.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
