The British Embassy Mogadishu is accepting project proposals under the Climate Diplomacy Fund for the UK Financial Year 2020/2021.
The Climate Diplomacy Fund is a new centrally-managed UK government fund with the aim of building the conditions for an ambitious negotiated outcome at COP26 and delivering Country Implementation Plans. In Somalia, this will support either one or both of the two projects detailed below, to address climate change-related challenges facing Somalia.
Funding Information
- Grants requested under this call must be for a maximum of US$15,000 (fifteen thousand US dollars).
Project 1: Policy summaries for supporting communications and outreach
Rationale: In order to take action on Somalia’s climate change challenges there is a need for improved awareness, understanding and consensus by decision-makers and stakeholders on the steps needed, underpinned by a better understanding of the impacts (particularly the effects on vulnerable communities and ecosystems). It is also important that Somali society understanding and engagement is improved in order to hold decision-makers accountable for actions.
The Somali Directorate of Environment and Climate Change has published a number of bills and policies to enable Somalia to address environment and climate change-related issues and create an enabling environment for improved climate action. There is a need to translate these often highly technical and long documents into actionable summaries for policymakers and decision-makers (including Parliamentarians, broader society) in order to facilitate informed debate and engagement, and the action that will be required by non-climate specialists.
This project will focus on both communication (information sharing and stakeholder action for sound decision-making) and outreach (summarising and translating existing climate change materials), to inspire innovative ideas and actions, and enable accountability for those actions.
Objectives
- To improve understanding of climate change actions and responsibilities amongst key stakeholders and decision-makers, underpinned by awareness of the impacts and risks.
- To make key climate change policies and initiatives accessible to a broader Somali audience by summarising and simplifying them.
- To increase Somali buy-in and understanding of the main climate risks facing Somalia.
- To increase demand and accountability for domestic action on climate change adaptation through increased society awareness and debate (both in Somalia and the diaspora).
Expected outcomes
- Enhanced awareness and understanding of climate change (including how it affects Somalia) by the wider Somali population, particularly decision-makers and local communities.
- Increased understanding of Somali government climate change policies and initiatives amongst decision-makers, including parliamentarians, ministers and governors.
- Outputs to be defined by bidding organisations but could include summarised and translated documents, video content, roundtables. The target audience should be refined in each case by the implementer but should be key Somali decision-makers (parliamentarians, ministers, clan elders, community leaders) and the Somali public (including climate change activists, young people, diaspora).
Project 2: Climate change stakeholder mapping
Rationale: Climate change is rising on the agenda at the global, national and local scales. The Directorate of Environment and Climate Change is the highest national body in Somalia responsible for the protection and conservation of the environment in Somalia. Mitigating climate change requires actions from a wide range of stakeholders, including policy-makers, Civil Society Organisations (CSOs), Non-Governmental Organisations (NGOs), academics, businessmen and activists in the field of climate change in Somalia. Stakeholder mapping is critically important to strengthen partnership, coordination and collaboration at a national, regional and local level.
This project will enable the Directorate of Environment and Climate Change and international partners to strengthen partnerships, coordinate and collaborate with organisations, climate activists and local initiatives.
Objectives
- To enable more effective engagement with a wider range of non-governmental actors in Somalia.
- To identify credible Somali voices (opinion formers, young climate activists, diaspora etc.) to help amplify messages and raise awareness of climate change in Somalia.
- To conduct an analysis of stakeholder institutions regarding the access to and uses of natural resources and national, state and local level in Somalia.
- Outputs to be defined by bidding organisations but could include a comprehensive mapping document summarising key stakeholders active in the field climate change field across Somalia, listing their main areas of expertise and/or interest.
Requirements
- Applications must be submitted in English. The project proposals will be shortlisted and approved by the British Embassy. To apply for funding, interested organisations must submit a project proposal, activity based budget form and due diligence form (please see attached) to the British Embassy. This will provide the basic information required to enable the Embassy to make an assessment on whether or not the proposal will be shortlisted.
- All project proposals must clearly demonstrate how they:
- support the programme priorities;
- deliver value for money (VfM).
- The British Embassy Mogadishu will be responsible for supervision and monitoring of this project to ensure it meets its intended objectives.
Assessment Criteria
Proposals will be assessed against the following criteria:
- Alignment with the project description and priorities;
- Outcomes are achievable within the funding period;
- Project design includes clear monitoring and evaluation procedures;
- Risk and financial accountability procedures (and ability to meet strict due diligence requirements);
- Overall value for money (VfM).
Application Process
- Project proposals must be received by midnight on Sunday, 7 February 2021. Late proposals will not be considered.
- Proposals must be submitted using the attached forms only (Project Proposal, Activity-Based Budget and Due Diligence Forms). The Project Proposal Form must not exceed 5 pages in length.
- Proposals must be submitted to Juliet Field and Charlotte Dixon.
- Only project proposals selected for further consideration will be notified by Friday, 12 February 2021.
- The British Embassy aims to sign grant agreements with successful project implementers by the end of February.
