The Embassy of Canada in the Hashemite Kingdom of Jordan is pleased to launch its annual call for proposals for the Canada Fund for Local Initiatives (CFLI).
The CFLI is a program designed to support small-scale, high-impact projects in developing countries, which align with Global Affairs Canada’s thematic priority areas for engagement. The program is directed at projects conceived and designed predominantly by local partners. Projects are selected and approved by the relevant Canadian embassy or high commission.
The CFLI also serves to support positive bilateral relations between Canada and recipient countries and their civil societies, by deepening contacts and supporting local endeavors.
Thematic Priorities
All projects must align with at least 1 of the following CFLI thematic priorities, and address one of the listed sub-themes:
- Gender equality and the empowerment of women and girls:
- Addressing sexual and gender-based violence, including a child, early and forced marriage, and female genital mutilation/cutting.
- Supporting strong and sustainable women’s rights organizations and movements.
- Supporting evidence-based policy-making, legal frameworks, and program delivery for gender equality.
- Championing human rights, inclusive and accountable governance, democracy and fundamental freedoms, peaceful pluralism, and respect for diversity, including the following specific sub-themes:
- Strengthen legal systems and promote reforms that eliminate all forms of discrimination against women, girls, and other marginalized groups.
- Support citizen participation, including through innovative and technology-enabled means, to promote ownership and sustainability in social, political, and economic processes.
- Strengthen civil society and increase democratic political participation, including that of women, youth, and marginalized groups; create and maintain, in law and in practice, a safe and enabling environment for civil society and the media (including women’s organizations and women’s rights defenders).
- Respect for all human rights and fundamental freedoms—including freedom of religion or belief, of expression, of peaceful assembly, and of association—and a contribution to the elimination of discrimination, prejudice, racism, intolerance, and persecution.
Funding Information
- The average CFLI contribution is $35,000 to $75,000 Canadian Dollars (CAD$100,000 is the maximum allocation amount for a project eligible under CFLI).
Eligibility Criteria
Eligible recipients include:
- Local, national, or community-based organization (non-governmental and not-for-profit).
- Local municipal, regional, or national government institution or agency of the recipient country
- Local academic institution.
- Canadian organization (non-governmental or not-for-profit) that is working on local development activities.
- International or regional organization (non-governmental or not-for-profit) that is working on local development activities.
How to Apply
- The deadline for submission of a project concept note is February 24, 2021, at 23:59 (GMT+2/Amman time). Applications submitted after this deadline will not be considered. Concept notes should be submitted electronically.
- Only those proposals submitted with the abbreviation CFLI placed at the beginning of the subject line and using the designated concept note form will be considered.
- Only the partners whose concept notes are selected for a shortlist will be contacted to submit a complete CFLI project application, which will be used for final project selection.
- For more information on the types of activities and costs that are eligible for CFLI funding, please refer to the list of CFLI approved activities and costs.
- Concept notes and the final application form must be completed in English, French, or Arabic.
- Shortlisted applicants will receive the CFLI project application form from the CFLI Coordinator.
- Full project proposals must explicitly answer all questions in the CFLI project application form, including the required gender-based analysis. The full application must include a proposed project budget, summarizing the proposed activities and associated costs.
- The full project proposal must be submitted by the deadline specified in the email with the application form.
- Applications will be assessed for approval on their merits by a selection committee.
- Due to a large number of applicants, only successful candidates will be contacted.
- To obtain a concept note form or for questions about the application process, please email the CFLI Coordinator and place the abbreviation “CFLI” at the beginning of the subject line.
- Project applications are kept on file at missions in accordance with Global Affairs Canada’s information management policies.
- Two-year programming: Projects spanning 2 fiscal years and end in February 2023 may be permitted depending on the project objectives and the complexity of activities
