The United Nations Development Programme (UNDP) is seeking applications for its Public Call for Selection of ReLOaD Partner Units of Local Self-Government programme. The aim of the call is to select a minimum of 7 partner LGUs in BiH, from the previously clarified Group 1, which will provide support to improve the already existing project approach to CSO financing.
This process will contribute to strengthening participatory democracy and EU integration in the Western Balkans, and to strengthen civil society more actively participates in decision-making processes at the local level.
Elimination Criteria
- The local self-government has only once participated in one of two projects: Strengthening the local of Democracy – LOD or Regional Program for Local Democracy in the Western Balkans – ReLOaD
- The local self-government has adopted the LOD methodology for allocating funds to civil society organizations (LOD methodology) or other legal framework for CSO funding that is aligned with principles of LOD methodology
- LGUs undertake to co-finance CSO projects in the amount of at least 20% in total placed funds within the ReLOaD 2 project
- The local self-government undertakes to publish public calls for funding for CSOs project basis (applying the LOD methodology) during 2022, 2023 and 2024 which are financed by local self-government funds
Selection Criteria
The selection of a minimum of 7 LGUs will be made on the basis of the following criteria:
- eliminatory criteria – fulfillment of these criteria is considered a prerequisite for participation in the project. JLS applicants must meet all eliminatory criteria. LGU applications that do not meet these criteria will not be considered further,
- basic criteria – by applying these criteria, scoring and ranking of registered LGUs will be performed. Points will be awarded in accordance with the scoring matrix,
- criteria for harmonization – represent additional aspects that are not scored, but are taken into account during the final selection of partner LGUs.
