The United States Agency for International Development (USAID) seeks applications to implement a cooperative agreement with a period of performance of five years from qualified entities to implement the Schools and Systems Activity.
The Schools and Systems activity aims to strengthen the Government of Rwanda’s (GOR) education system to ensure that pre-primary and lower primary school and classroom environments are high quality, inclusive, and focused on the learning of foundational literacy skills.
The activity will improve literacy skills through the achievement of results in four major intervention areas:
- Enhance the pre-primary education system to develop, promote and improve emergent language and literacy;
- improve lower primary literacy instruction;
- improve school environments for increased lower primary literacy; and,
- strengthen the education system for improved literacy outcomes.
Funding Information
- USAID intends to award one cooperative agreement pursuant to this NOFO. Subject to funding availability, and at the discretion of the Agreement Officer, USAID intends to provide up to $30,000,000 in total USAID funding over the period of performance.
- The anticipated period of performance is five years.
Target Beneficiaries
The direct target beneficiaries for this activity are school-based pre-primary school learners and lower primary learners in all schools in Rwanda. Learners include those with and without disabilities. Other beneficiaries are: pre-primary teachers, lower primary teachers, education officials and school leaders including head teachers, Director of Studies (DoSs), Sector Education Inspectors (SEIs), District Directors of Education (DDEs) and District Education Officers (DEOs), Teacher Training College (TTC) administrators, tutors and students and the GOR through MINEDUC, REB and NESA.
Geographical Focus
The Schools and Systems activity is a systems-focused activity whose impact will be nationwide in all pre-primary and lower primary schools and within the central and local governance education structures in Rwanda. The activity will support GOR’s mandate to public and government-aided schools and also make resources and training available for private schools. There may be geographical targeting and piloting in specific districts throughout Rwanda as deemed important and necessary through contextual research.
Eligibility Criteria
Qualified applicants may be U.S. private voluntary organizations (U.S. PVOs) and/or U.S., Rwandan or other non-U.S. non-governmental organizations (NGOs) or private, non-profit organizations (or for-profit companies willing to forego profits), including universities, research organizations, professional associations, and relevant special interest associations. Public International Organizations (PIOs) and faith-based and community organizations are also eligible for award. In support of the Agency’s interest in fostering a larger assistance base and expanding the number and sustainability of development partners, USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
