The Global Community Engagement and Resilience Fund (GCERF), and the SE of the G5 Sahel through the Intergovernmental Regional Financing Committee (CRF) in the Sahel, are pleased to announce a call for expressions of interest for civil society organizations from Burkina Faso, Mali and of Niger to become a Principal Recipient of GCERF funding.
The general objective of PATI is to help improve the economic and social living conditions of the populations of the Liptako Gourma cross-border area through better access to infrastructure and economic services. According to the terms of reference of the project, this objective will be achieved through two main specific objectives which concern, on the one hand, the increase in agro-pastoral productivity, the resilience of actors and social cohesion in the cross-border zone of the zone. center, and on the other hand, improve the access of populations, especially the most vulnerable (women, children, displaced persons, refugees, host communities and mobile populations, etc.) in the cross-border zone of the central zone to basic social services and jobs in livestock value chains.
Priority Program Areas
GCERF, in consultation with the SE of the G5 Sahel, will finance civil society organizations and local associations to implement programs:
- improving social ecology to put in place conditions conducive to the prevention and strengthening of resilience;
- promoting community-driven rehabilitation, disengagement and integration / reintegration, particularly for those disengaging from criminal groups, non-state armed groups and violent extremist groups.
The programs will be implemented with the collaboration of decentralized government authorities (local authorities), where appropriate, and will align with existing regional and national action plans and strategies for preventing and combating violent extremism.
The priority interventions are as follows:
- Improve social ecology in order to create conditions conducive to prevention and strengthening resilience:
- Support resilient pastoralism;
- Support the prevention and management of land conflicts in rural areas;
- Support the creation of resilient economic opportunities and decent jobs through revolving fund arrangements, vocational training and placements;
- Support equitable access to skills training and seed funding, taking into account gender issues;
- Promote inter-community and intra-community dialogue on social, religious and political issues.
- Under the aegis of the community, promote rehabilitation, disengagement and integration / reintegration, including of people disengaging from criminal groups, non-state armed groups and violent extremist groups:
- Promote prosocial interactions;
- Create spaces for disengagement through local awareness;
- Change the dynamics hampering the integration / reintegration of displaced communities and ex-combatants;
- Provide psychosocial and economic support to victims of violent extremism.
Eligibility Criteria
- Registration with the appropriate administrations of the consortium leaders in one of the three countries concerned by this call.
- Willingness to accept and assume the role of Principal Recipient (as described previously).
