The Asia-Europe Foundation is seeking applications for its Training Design & Delivery on the Topic of Human Rights of Older Persons.
ASEF is seeking a training organisation to design and deliver training on the topic with a view to:
- Build capacity and technical knowledge in support of ASEM Partners efforts to promote and protect the human rights of older persons.
- Provide practical and participatory learning about the methodologies and approaches that promote the human rights of older persons.
- Facilitate the exchange of evidence-based best practices in relation to promoting and protecting the human rights of older persons.
Training Objectives
The training is part of the Informal ASEM Seminar on Human Rights Series which aims to promote better mutual understanding and co-operation on human rights issues in Asia and Europe. The objectives of the training are to increase participants’ knowledge on the rights and needs of older persons, and existing international, regional and national norms and legal frameworks with a view of making better use of them. The training also aims to provide practical guidance on developing, adopting, implementing and monitoring a national plan of action for human rights of older persons. Through the training, participants will:
- Gain practical and participatory learning about the methodologies and approaches that promote the human rights of older persons
- Exchange evidence-based best practices in relation to promoting and protecting the human rights of older persons with their peers from Asia and Europe
Topics
The training organisation may explore any of the following sub-topics:
- Autonomy and Independence of Older Persons
- Social Protection and Human Rights of Older Persons
- Age Discrimination against Older Persons focusing on Labour Markets
- Empowerment of Older Persons through Education and Training
The Trainer is expected to:
- Design the training programme, curriculum and materials suitable for a virtual environment, in consultation with ASEF
- Coordinate and deliver a training for minimum of 25 hours and maximum of 40 hours spread over a period of 1 to 2 months
- Prepare a training report
- Prepare and conduct pre- and post-event survey
- Provide an online platform for the learning courses (i.e. learning management system) and a conference application (e,g, Zoom, Cisco Webex)
Outputs
- Training curriculum and materials produced by the Trainer
- Certificate of completion received by ASEM officials/civil society trained in human rights
- Training report prepared by the Trainer at the end of the training
Candidate Requirements
The candidates are required to have the following qualifications:
- Experience in designing and delivering trainings on human rights, specifically on issues relating to older persons (e.g., international and regional frameworks, national level policy-making, legal reform, capacity-building, technical support, training and literacy)
- Experience in conducting trainings for governments, inter-governmental organisations and/or NGOs
- Qualifications in human rights, law, gerontology, or other related fields
- Experience in human rights training methodology and facilitation
- Up-to-date knowledge on international and regional human rights systems related to the rights of older persons, including the United Nations Principles for Older Persons, Madrid International Plan of Action on Ageing 2002, the 2030 Agenda for Sustainable Development, and the recent reports of the United Nations Open-ended Working Group on Ageing (OEWG)
- Familiarity with the ASEM process, and Asia-Europe relations in general
- Experience in utilising mixed methodology in the design and delivery of trainings in a virtual environment
- Strong communication, facilitation and inter-personal skills including tact and cultural sensitivity
- Proactive and flexible
- Able to work with an international team
- Fluency in written and spoken English with strong writing skills to prepare a final training report
Training Participants
The training will be targeted to about 30 participants of early to mid-level practitioners (3−10 years relevant work experience) from across the ASEM Partners. Depending on the focus of the training, the target group of participants may include (but not limited to):
- Government officials working for ASEM Ministries (such as Ministries of Foreign Affairs, Social Affairs, Health, Justice, Education or Labour)
- National and regional human rights institutions
- Offices of national ombudspersons
- ASEF will launch the call for participation, shortlist and select the participants together with the Trainer, based on their experience and suitability for the training. The selection of participants will also take consideration of their potential multiplier effect.
