The National Institute of Corrections (NIC) is seeking applications for funding under the Fiscal Year (FY) 2021 that applies social learning theory to the development of a community of practice based on the Structured Decision-Making Framework (SDMF) model. Its purpose is to improve the application of the SDMF model and bridge the gap between new and old knowledge for community participants.
Goals
The goals of the SDMF community of practice are to:
- Reinforce knowledge and skills in applying the SDMF tool.
- Identify SDMF outcome indicators for quality assurance.
- Share recent research of SDMF domains.
- Identify SDMF policies and practices that improve outcomes.
- Evaluate the usefulness of a seminar for future events.
Objectives
The SDMF practitioners who will comprise the SDMF community of practice originate from a relatively small group of 11 states. Each state will be allowed to bring up to 6 board members, for a maximum group of 66 participants. This will be one event, with both virtual and face to face sessions. The SDMF community of practice will complete the following objectives:
- Assemble a seven-member SDMF seminar working group (with NIC Program Manager approval) consisting of five SDMF parole board member practitioners, one NIC Program Manager, and one awardee representative.
- Facilitate the seminar working group meetings to develop a community of practice seminar plan based on the above stated goals.
- Identify speakers for each session, both virtual and face-to-face.
- Manage all pre-seminar logistics, including at a minimum identifying venues/platforms (physical and virtual), developing participant invitations and registrations, and managing material development, duplication, and distribution
- Manage all on-site seminar logistics, including at a minimum, room set-up and producer selection(s) for virtual sessions
- Manage all post-seminar and close out logistics, including the development, collection, and analysis of participant surveys.
Funding Information
NIC expects to make one award for as much as $100,000.00 for a 12-month project period.
Deliverables
The following are deliverables for this project:
- A seven-member SDMF seminar working group with assigned roles and responsibilities.
- A plan for the SDMF community of practice that includes both virtual and face-to-face session venues, topics, objectives, dates, times, and speakers. The plan will also describe, pre-session, post-session, and on-site activities and responsibilities.
- A registration process for the selected participants of the SDMF community of practice.
- A participant survey for each session of the SDMF community of practice.
- A final report that summarizes all activities and includes survey results.
- The awardee and NIC will convene a kickoff meeting to review project goals and objectives.
Eligibility Criteria
NIC invites applications from nonprofit organizations (including faith-based, community, and tribal organizations), for-profit organizations (including tribal for-profit organizations), and institutions of higher education (including tribal institutions of higher education). Recipients, including for-profit organizations, must agree to waive any profit or fee for services. NIC welcomes applications that involve two or more entities; however, one eligible entity must be the applicant and the others must be proposed as subrecipients. The applicant must be the entity with primary responsibility for administering the funding and managing the entire program.
