UNDP and the Ministry of Economy of the Republic of Belarus, with the financial support of the European Union, announce a competition among financial institutions interested in carrying out a set of measures to increase the availability of microfinance services at the local level in order to stimulate the development of the micro, small and medium-sized business sector in the Republic of Belarus.
Bidders are invited to submit proposals for the implementation of a set of measures to increase the availability of microfinance services at the local level. The winner of the competition will be reimbursed for the costs associated with the implementation of the proposed solutions.
It is expected that the winner of the competition will create an infrastructure to increase the availability of microfinance services, provide consulting services in the field of microfinance, conduct information and educational activities to promote microfinance services in the pilot districts of the Project.
Project Goal: to support economic initiative, competitiveness and innovations for inclusive development at the local level in the Republic of Belarus.
Expected Results
Through the implementation of a set of measures, the following should be achieved results:
- In case the organization requests financing of the complex events up to USD 120,000 :
- At least 100 business entities and self-employed from the pilot project districts will receive support in the form of microfinance services(loans, leasing);
- The total volume of microfinance services provided to entities entrepreneurship and self-employed in the pilot districts of the Project, will be equivalent to at least USD 100,000);
- In case the organization requests financing of the complex events ranging from $ 120,000 to $ 240,000 :
- At least 200 business entities and self-employed from the pilot project districts will receive support in the form of microfinance services(loans, leasing);
- The total volume of microfinance services provided to entities entrepreneurship and self-employed in the pilot districts of the Project, will be equivalent to at least 200,000 US dollars
- Infrastructure to increase the availability of microfinance services was created in accordance with Appendix No. 1 “Strategy for the implementation of the complex measures to increase the availability of microfinance services at the local level “;
- Business entities and self-employed of the pilot districts of the Project have ongoing access to microfinance services.
Target groups of the Project
- Representatives of local government and self-government bodies (regional andregional executive committees and Councils of Deputies);
- Representatives of commercial and non-commercial organizations in the regions;
- Representatives of the media throughout Belarus;
- Socially vulnerable groups of the population;
- General public.
Project Areas
12 pilot districts of the Republic of Belarus, namely:
- Braslavsky and Orshansky (Vitebsk region);
- Bykhovsky and Klichevsky (Mogilev region);
- Braginsky, Khoiniki and Zhlobinsky (Gomel region);
- Kobrin and Berezovsky (Brest region);
- Lida (Grodno region);
- Molodechno and Borisov (Minsk region)
Requirements
The implementing organization must comply with the following requirements:
- Have experience in the field of credit and financial activity for at least 3 (three) years, which confirmed by a list of concluded contracts indicating the subject of the contract, information about recipient, his contact details (at least 7(seven) for the last 3 (three) years);
- Have at least 3 (three) positive reviews about their work in the field of credit and financial activities for the last 3 (three) years(drawn up on a letterhead, signed and stamped recipient);
- Have your own funds to provide the required volume of microfinance services(minimum average annual turnover400 thousand USD (equivalent) for last 3 years (2018-2020), which is confirmed financial statements for 2018-2020 (report profit and loss statement, balance sheet, statement of movement Money),
- Have the means to provide your own a deposit of at least 20% of the total amount of the requested funds, which is confirmed a letter of guarantee indicating the structure own contribution in cash and / or non-monetary form.
