The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State is pleased to announce Justice Sector Support Project that aims to support Peru in strengthening its justice sector, preventing corruption, combating transnational organized crime, and increasing access to justice.
Objectives
- Consolidate and build on Peru’s judicial reforms
- This project aims to consolidate Peru’s transition to the accusatory system and improve coordination among implementing agencies, including the Peruvian National Police and Public Ministry.
- Improve capacity to combat complex crimes
- This project aims to increase capacity in investigating and trying complex crimes such as money laundering, drug trafficking, and environmental crimes, providing justice sector actors skills to prepare cases and engage in effective interagency coordination, as well as international coordination.
- Support equitable and fair access to justice for all, especially vulnerable populations
- This project aims to ensure that justice sector actors understand the needs of vulnerable populations and promote diversity and access to justice for all.
Goal(s)
- The project will strengthen the Peruvian justice sector’s capacity to:
- consolidate and build on justice reforms.
- investigate and prosecute complex organized crime cases.
- improve internal accountability entities, policies, and controls to prevent corruption and enhance transparency.
- expand access to justice, including for vulnerable populations.
Funding Information
- This award will be supported with International Narcotics Control and Law Enforcement (INCLE) funds under the Foreign Assistance Act of 1961. This notice is subject to availability of funding.
- Length of performance period: 12 months
- Anticipated Program Start Date: December 2021
- Number of awards anticipated: One award
- Award amounts: Minimum of $1,100,000 to a Maximum of $1,300,000
- Total available funding: $1,300,000
- Type of Funding: FY-17/18 and FY-18/19 INCLE funds
Participants and Audiences
- The principal audience will be justice operators from different Peruvian institutions, such as the National Justice Board, Judiciary, Public Ministry, Ministry of Justice and Human Rights, Financial Intelligence Unit, National Police, Human Rights Ombudsman, and members of other Peruvian institutions as necessary. In addition, according to the proposed activities, civil society individuals or organizations can also be an audience.
- Activities are expected to be held in Lima and at least four other cities in Peru. Targeted regions will be agreed upon with Embassy Lima and Peruvian government interlocutors based on shared priorities and maximum impact.
Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- The recipient should provide a full-time representative in Peru, with a minimum of ten years of experience in international justice reform, who will manage the program and work daily with Peruvian justice system actors. The representative must have prior experience assisting Latin American countries’ transition to accusatory systems and have knowledge of the U.S. and the Peruvian justice systems.
- The representative will work on Peru-specific programs exclusively without support to programs in any other countries. The representative must be fluent in Spanish and English.
- In addition, the recipient should have at least three additional full-time staff in Peru to support the program, including a staffer working on external communications, and must comply with Peruvian labor regulations.
- The recipient organization should demonstrate a record of extensive experience working with justice sector actors in Peru at the national level.
