The United Nations Development Programme (UNDP) hereby invites you to submit a Proposal to strengthening transparency and integrity standards in Sarajevo and Tuzla cantons.
The overall objective of the assignment is to strengthen the capacity, and improve the enabling environment, for combating corruption and increasing transparency by cantonal institutions in both Tuzla and Sarajevo.
This activity, taking place under the auspices of the “Strengthening Public Integrity and Transparency at Sub-National Level” project, is aimed at consolidating progress already achieved in Canton Sarajevo, as well as providing further impetus to nascent anti-corruption efforts in the Tuzla Canton. The assistance provided under this activity will entail a series of institution and capacity building activities, exploiting opportunities for horizontal knowledge transfer, as well as further developing the relevant policy and institutional frameworks.
- Assist with the development of draft Law on Combating Corruption in Canton Sarajevo: This task will entail:
- bringing in external subject-matter experts that will guide the development process, providing substantive inputs and assisting with the drafting of the legislative text;
- providing technical and secretarial support to the Working Group driving the development and adoption of the law; and
- lobbying and advocating for the adoption of the law by the Cantonal Assembly.
- Support development, endorsement and roll-out of institutional integrity plans: The Service Provider is expected to assist five cantonal ministries/institutions in developing institutional integrity plans, aimed at helping public officials identify corruption and other integrity risks, and providing the organisations targeted with the tools to effectively curb integrity risks.
- Support knowledge and best practice transfers between Sarajevo and Tuzla Cantonal Governments: This task is aimed at identifying applicable best practices in terms of policies and procedures employed by the Sarajevo Anti-Corruption Office and facilitating their transfer, where and as appropriate, to the institutional landscape of the Tuzla Canton.
- Provide technical assistance in introducing improved policies and procedures for public grant management in Tuzla Canton:
- Conduct initial consultations with key stakeholders; help form working group
- Conduct analysis of legal, institutional and operational frameworks currently in use
- Develop policy outline
- Provide assistance with consultative process
- Deliver final package with draft regulation to government for endorsement
- Support improvements in the public employment system in Tuzla Canton:
- Develop methodology for assessment of public employment practices
- Administer assessment of public employment practices
- Formulate and present recommendations to key stakeholders
- Support implementation of recommendations
Key Performance Indicators
- All activities completed by defined deadlines and reports delivered in time.
- All key activities and deliverables will be subject to review by UNDP team and Project partners.
- For each deliverable, the UNDP Project team and Project partners will have up to 15 calendar days to review outputs, provide comments / feedback and/or approve report.
- Expected period of work is 01 October 2021 to 30 March 2022. Expected date of full completion of all activities is end of March 2022.
- Estimated level of effort for this assignment is approximately total 550 expert days.
- Vendor is a legally registered entity
- Vendor is not suspended, nor debarred, nor otherwise identified as ineligible by any UN Organization or the World Bank Group or any other international Organization in accordance with RFP clause
- No conflicts of interest in accordance
- Non-performance of a contract did not occur as a result of contractor default for the last 3 years
- No consistent history of court/arbitral award decisions against the Bidder for the last 3 years
- The Bidder (i.e. in cases of a consortium, the lead organisation) must have a minimum 5 years of relevant experience
- Minimum 2 contracts of similar scope, value, nature and complexity implemented over the last 3 years, evidenced through reference letters on successful contract implementation issued by the clients/donors. The contracts must be funded by bilateral donor(s)
