The UK PACT (Partnering for Accelerated Climate Transitions) is seeking proposals from eligible organisations to develop innovative projects to support Indonesia’s climate mitigation ambitions.
UK PACT is funded by the UK Government’s Department for Business Energy and Industrial Strategy (BEIS) as part of the UK’s International Climate Finance (ICF) portfolio. The programme works in partnership with Official Development Assistance (ODA)-eligible countries with high emissions reduction potential.
It aims to support them to implement and increase their ambitions for Green-House Gas (GHG) reductions in line with their Nationally Determined Contributions (NDCs) and the long-term goal of the 2015 Paris Agreement to limit dangerous climate change. In Indonesia, UK PACT will work to strengthen existing UK-Indonesia climate mitigation efforts, as well as exploring new areas for low-carbon development and clean growth.
What are they looking for?
- They are seeking applications for grant projects that address a number of important opportunities for technical assistance and capacity building for the Indonesian Ministry of Energy and Mineral Resources, as well as other key stakeholders, to accelerate actions and refine policies in energy efficiency.
- The support will mainly focus on addressing key market barriers.
- This includes improving coordination amongst different energy actors and creating incentives (financial, fiscal, or otherwise) to accelerate carbon emission reductions. Supporting this sector will greatly contribute to reaching Indonesia’s climate targets and is therefore well aligned with UK PACT’s key objectives.
Objectives
- Energy Efficiency: For this extension of the UK’s MENTARI Programme, done in collaboration with Indonesia-UK PACT, they are looking for proposals that will help deliver the following objectives for the energy efficiency sector:
- Supporting the Ministry of Energy and Mineral Resources, as well other relevant actors, to have additional, credible policy options to increase fiscal and financial incentives for energy efficiency projects and the ability to implement them.
- Support the Ministry of Energy and Mineral Resources, as well other relevant actors, to increase their capacity to implement efficiency measures in buildings such as government offices, existing ports, existing airports, and where relevant, to set ambitions towards net-zero buildings
- Support Indonesia’s Ministry of Energy and Mineral Resources, as well other relevant actors, to increase their capacity to prepare, implement and monitor energy efficiency projects both in the public and private sectors
Funding Information
- Between £200,000 and £500,000 per year per project.
- Project Period: Up to 3 years
Eligible Costs
All projects must be delivered on a not-for-profit basis. Eligible costs will include:
- Consultancy and/or staff time required to deliver activities.
- Reasonable travel and subsistence costs
- Other costs directly related to activities and outputs (workshops, seminars, production of reports, translation etc.).
Note: They cannot award funding for tangible assets i.e. renewable energy infrastructure.
Activities
They want to receive applications for technical assistance and capacity-building projects that will deliver one or more of the following outputs:
- training of key decision makers.
- recommendations for action to tackle climate change or reduce emissions.
- creation of new communications products and dissemination of knowledge products.
- the establishment or strengthening of partnerships or networks between key stakeholders.
Eligibility Criteria
- They welcome applications from consortia. All consortia must include an Indonesian organisation.
- They welcome applications from a variety of organisations including think tanks, consultancies, academic institutions, community organisations, NGOs, professional associations or any similar organisations that have the knowledge, skills and experience to deliver an eligible project.
- Government agencies and/ or departments are not eligible to apply either as a lead organisation, or as a partner organisation within a consortium.
