The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State has announced an open competition for organizations to submit applications to carry out a project to allow Student Law Practicum to strengthen a national network of law faculties across Bosnia and Herzegovina and solidify a BiH-wide community of practice-based learning in the area of criminal law.
Goal: The program will create a foundation for preparing law students for their legal profession, and, in turn, strengthen the criminal justice system’s capacity to fight corruption in future years. The program will change the legal professional culture in Bosnia and Herzegovina and create new inroads into fight corruption by mobilizing the legal profession in common cause. Through the student law practicum, law professors and justice practitioners will educate, mentor, and train law students in criminal procedure and practice, while mainstreaming ethics and professionalism. Law students will directly encounter judges, prosecutors and lawyers involved in corruption and other complex cases. This dynamic will create a role modeling experience for future judges, prosecutors, and lawyers by institutionalizing practice-based learning at law faculties in Bosnia and Herzegovina. The overall goal of the program is to strengthen the criminal justice system’s capacity to fight corruption.
Objectives
- Strengthen law faculty capacity to teach practice-based learning and prepare law students for their legal profession
- Develop internship/externship program(s) and placement system for law students/graduates
- Improve the administration and the quality of the post-law school practicum period
- Strengthen legal professional association capacity to support law students and promote legal civil engagement
Funding Information
- Total available funding: $600.000 USD
- Award amounts: awards may range from a minimum of $200,000 to a maximum of $600,000
- Length of performance period: up to 24 months
- Number of awards anticipated: 1 award
- Anticipated program start date: February 2022
Participants and Audiences
Applicants should identify target audiences, specific demographics, and the region(s) in which the project will be implemented. It is particularly important to specify the approximate number of beneficiaries to be directly and indirectly impacted by project activities.
Eligibility Criteria
- The following organizations are eligible to apply:
- U.S.-based non-profit/non-governmental organizations (NGOs);
- U.S.-based educational institutions subject to section 501(c)(3) of the U.S. tax code;
- Foreign-based non-profits/non-governmental organizations (NGOs);
- Foreign-based educational institutions
- Applicants must also meet the following requirements to be eligible to apply to this NOFO:
- Organizations must be able to develop and successfully implement a project in BiH and meet INL’s reporting requirements. Organizations must also be able to demonstrate current (or pending) country registration in BiH, if required by the country of project implementation.
- Applicants should have demonstrated experience implementing similar education or capacity building programs, preferably in BiH. INL reserves the right to request
- Additional background information on organizations that do not have previous experience administering similar programs and/or federal grant award. Applicants must have the ability to produce course materials, deliver training, and conduct evaluations in local language and English. The applicant’s staff should be proficient in English in order to fulfill reporting requirements.
- Applicants must have existing, or the capacity to develop, active partnerships with stakeholders in order to successfully carry out the proposed program.
