The U.S. Department of State, Bureau of Democracy, Human Rights and Labor (DRL) announces an open competition for organizations interested in submitting applications for projects that support Religious Freedom in Sudan.

Outcomes
Program outcomes could include but are not limited to:
- Community members, especially, members of minority religions, beliefs, or non-belief or non-belief, are aware of their rights and fundamental freedoms
- Community actors and religious activists, including those from minority religions, belief or non-belief communities, build working relationships with government stakeholders;
- Governments are responsive to civil society advocacy to protect freedom of conscience, religion or belief, including non-beliefs;
- Persons from all religions, belief and non-belief have equitable access to legal services.
Illustrative Activities
Illustrative activities may include:
- Raising awareness for communities and legal actors of changes in religious freedom laws as put forth by the CLTG since 2019 for the community at large and legal actors;
- Improving understanding and communication for members of religious minority communities on registration processes of religious groups, obtaining permits for building places of worship, working through the legal system to reclaim property taken by the Bashir regime; conducting investigations and holding perpetrators accountable for destruction of places of worship;
- Convening multi-stakeholder policy dialogues with civil society, legal experts, faith-based organizations, and believers and non-believers on religious freedom to promote inclusive policymaking as it relates to religious freedom. Upon directives from DRL should Sudan establish a new civilian government, this may also include government actors such as the Ministry of Religious Affairs;
- Advocating on behalf of and inclusion of minority faith groups in discussions related to religious law reform with the Ministry of Justice and Ministry of Religious Affairs and Endowment;
- Monitoring and reporting on the judicial implementation of revised religious freedom laws to ensure equitable protections under the law at a national and/or international level, such as court proceedings for religious groups to reclaim land taken during the Bashir regime or for trials on destroyed places of worship;
- Undertaking legal advocacy efforts or providing training to the legal community on new religious freedom laws to reduce faith-based discrimination and promoting access to justice for all Sudanese citizens regardless of faith.
Eligibility Criteria
DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses. DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
