The United Nations Development Program (UNDP) in the Kyrgyz Republic under “Advancing development of a National Adaptation Plan (NAP) process for medium and long-term adaptation planning and implementation in the Kyrgyz Republic” project announces a tender request for proposals (RFP) for Capacity assessment of four priority sector agencies.
Objectives
To fulfill the proposed goals and objectives, the Service Company (hereinafter SC) must perform actions in a clear and consistent manner to ensure the following results:
- Approve mutual work plan by NAP project team for assessing capacity, developing training modules, conducting staff training workshops and meetingsin 4 priority agencies
- The SC will contribute to capacity assessment of 4 priority sector agencies on climate change adaptation under the guidance of international experts in disaster and emergency management, health, biodiversity conservation and agriculture and irrigation
- Provide assistance to international experts to develop training modules for capacity building and staff training with activities and materials as well as plans and questions for meeting discussions on climate change adaptation policy mainstreaming for the staff of 4 priority agencies based on the results of the sectoral capacity assessment and the approved methodology
- Conduct capacity building and qualification workshops and meetings for the 4 priority sectors staff on climate change adaptation mainstreaming
Eligibility Criteria
UNDP shall examine the Proposals to determine whether they are complete with respect to minimum documentary requirements, whether the documents have been properly signed, whether or not the Proposer is in the UN Security CouncilCommittee’s list of terrorists and terrorist financiers, and in UNDP’s list of suspended and removed vendors, and whether the Proposals are generally in order, among other indicators that may be used at this stage. UNDP may reject any Proposal at this stage.
Prior to technical evaluation all proposals will be thoroughly screened against eligibility criteria (minimum qualification requirements):
- Legal entity certificate from the relevant authority / Agreement on the forming of Joint Venture, Consortium or Association (if applicable) (enclose a copy).
- Proposals submitted by two (2) or more Proposers shall all be rejected if they have the expert/s proposed to be in the team of one Proposer participates in more than one Proposal received for this RFP process.
