The United Nations Development Programme (UNDP) has announced a call for applications to provide information on the grant competition organized by the UN Program for Reconstruction and Peacebuilding in the field of “Capacity Building of Youth Councils in the Communities of Donetsk, Zaporizhia and Luhansk Oblasts” for non-governmental organizations operating in Ukraine and explain the procedure submission of project proposals.
The UN Peacebuilding Program is implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and Women’s Empowerment (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations. (FAO).
The program is supported by twelve international partners: the European Union (EU), the European Investment Bank (EIB), the US Embassy in Ukraine, and the governments of Denmark, Canada, the Netherlands, Germany, Norway, Poland, Switzerland, Sweden and Japan.
Priority
Program activities are grouped by the following key components of the Program, which reflect the priority needs of the region:
- Economic Recovery and Reconstruction of Critical Infrastructure;
- Effective local self-government and decentralization reform;
- Public Security and Social Cohesion.
Duration
Project duration – up to 10 months. The implementation of the project will start in February-March 2022. Completion of the project – no later than November 30, 2022.
Criteria
- Public or charitable organizations that will submit project proposals for this competition must meet the following mandatory requirements:
- be officially registered with the status of a legal entity in the territories controlled by the Government of Ukraine;
- have the status of a non-profit or charitable organization;
- have experience of three years in accordance with the theme of the competition (in the field of youth work, capacity building of youth NGOs, community development, etc.);
- have proven experience in implementing and reporting on at least two thematic projects;
- have relevant specialists and project staff for its implementation (project manager, financial specialist / accountant, local coordinators and other specialists according to the needs of the project). Local specialists should be involved simultaneously in Zaporizhia, Donetsk and Luhansk oblasts. If the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application should contain the key requirements for each of the specialists provided by the project (profile education, work experience, etc.).
- Experience of cooperation with international organizations is an additional advantage.
- Personnel involved in the project must meet the following requirements:
- the project team should at least consist of: a project manager (responsible for overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding and Reconstruction Program), an accountant (responsible for accounting and financial reporting), and persons directly involved in project implementation;
- higher education in pedagogy, sociology, economics, public administration, social sciences or other relevant field for the project manager, higher education in other team members;
- experience in the public sector for at least five years (for the project manager);
- experience in the field of youth capacity development for at least four years;
- knowledge of languages – fluency in Ukrainian and Russian;
- the accountant must have a higher education (related to accounting), experience in the field of accounting for at least two years;
- readiness to implement all rules and regulations of cooperation proposed by the international donor;
- willingness to work with local youth leaders and their NGOs to implement the project more effectively in Donetsk, Zaporizhia and Luhansk oblasts.
