The United Nations Development Programme (UNDP) has announced the applications to support crime prevention by strengthening partnerships with police in Donetsk and Zaporizhia oblasts.
The grant is aimed at the prevention of offenses and other negative phenomena related to drug and alcohol abuse.
The purpose of this announcement is to provide information on the police-community partnership grant competition for NGOs operating in Donetsk and Zaporizhia oblasts through the UN Peacebuilding and Peacebuilding Program and to explain the procedure for submitting project proposals. The announcement sets out the criteria for meeting the requirements of the competition, the process of submitting and selecting project proposals, as well as the criteria for evaluating projects that will be selected within this competition.
UNDP is conducting this grant competition to reduce alcohol and drug abuse among young people by involving the population in partnership with the police in the prevention of crime and other adverse events related to the distribution, sale and abuse of drugs, as well as alcohol abuse.
The UN Peacebuilding Program is implemented by four UN agencies: the United Nations Development Program (UNDP), the United Nations Framework for Gender Equality and Women’s Empowerment (UN Women), the United Nations Population Fund (UNFPA) and the Food and Agriculture Organization of the United Nations. (FAO).
The program is supported by twelve international partners: the European Union (EU), the European Investment Bank (EIB), the US Embassy in Ukraine, and the governments of Denmark, Canada, the Netherlands, Germany, Norway, Poland, Switzerland, Sweden and Japan.
Target Areas
Support the prevention of offenses and other negative phenomena related to drug and alcohol abuse, through the interaction of police and the population on a partnership basis in Donetsk and Zaporizhia regions .
Components
- Component I: Economic Recovery and Reconstruction of Critical Infrastructure;
- Component II: Effective local self-government and decentralization reform;
- Component III: Public Security and Social Cohesion.
Requirements
- be officially registered with the status of a legal entity in the territory controlled by the Government of Ukraine and operate in the Donetsk and Zaporizhia regions (organizations with registration in the Donetsk and Zaporizhia regions will have priority);
- have the status of a non-profit or charitable organization (non-profit codes 0032, 0034, 0036, 0038, 0039 or 0048);
- have experience of two years in accordance with the theme of the competition (in the field of rule of law, public safety, police and community interaction on a partnership basis);
- have proven experience in implementing at least two projects and reporting on them;
- have relevant specialists and project staff for its implementation (project manager, financial specialist / accountant and other specialists according to the needs of the project). If the involvement of specialists is envisaged only if the project proposal is supported, the descriptive application should contain the key requirements for each of the specialists provided by the project (profile education, work experience, etc.).
- Personnel involved in the project must meet the following requirements:
- the project team should at least consist of: a project manager (responsible for overall coordination of project implementation and submission of relevant reports to the UN Peacebuilding and Reconstruction Program), an accountant (responsible for accounting and financial reporting), and persons directly involved in project implementation;
- higher education in the areas of law, sociology, economics, public administration, social sciences or other related areas for the project manager; higher education of other team members;
- experience in the public sector for at least three years (for the project manager);
- preferably – previous experience in the field of police and community cooperation on a partnership basis;
- knowledge of languages ??- fluency in Ukrainian and Russian;
- the accountant must have a higher education (related to accounting), experience in the field of accounting for at least two years;
- readiness to implement all rules and regulations of cooperation proposed by the international donor.
