The United Nations Educational, Scientific and Cultural Organization (UNESCO) Iraq Office and ILO are seeking to hire a specialized firm to carry out a baseline assessment of the community readiness to be involved in the project “Support to livelihoods through cultural heritage development” and recommend measures to ensure their participation, including of the most vulnerable groups from amongst women and persons with disabilities Based on the findings of the baseline analysis the firm would be required to design and implement a campaign to raise awareness about the project, to explain the advantages of being involved, and to encourage women to avail themselves of the jobs created.
Objectives
- The Overall Objective is to ensure dignified, sustainable livelihoods and create economic opportunities for Syrian refugees and vulnerable Iraqis in the cultural heritage sector.
- The Specific Objectives of the action are:
- To improve self-reliance through access to immediate short-term decent employment opportunities for Syrians and Iraqis in the cultural heritage sector through Employment Intensive schemes in the governorates of Erbil and Dohuk.
- To set the basis for an enabling environment for entrepreneurship development in the cultural heritage sector.
Eligible Activities
- Design a research methodologywith an inclusive consultation strategy which describes the stakeholders that will need to be consulted, such as community members, community leaders, employers, municipal government, local civil society organizations, and TVET providers.
- Collect data from primary sources through focus group discussions, key informant interviews, etc.
- Collect data from secondary sources, such as gender mainstreaming or community mobilization strategies, from other similar community employment programmes and their training manuals for contractors and social safeguard officers.
- Based on the data collected, prepare a baseline assessment report, with sex-disaggregated data and gendered analysis throughout.
Final Beneficiaries
Eligible proposals will be those focused on Iraqis and Syrian refugees and targeting 91,564 as the direct and final beneficiaries.
Eligibility Criteria
- Legally authorized to implement projects in Iraq- especially in KR.
- Not blacklisted or ineligible due to the reasons specified under the criteria on the right.
- Valid bank account in the name of NGO
- Working relationships with a donor or project owner and History of similar assignment
- Capacity to work in English.
- Financial capacity
- Financial and accounting system meeting international standards
- Procurement system requirement meeting international standards.
Minimum Qualifications
- The applicant Non-for-Profit entity is expected not only to provide highly qualified experts for each of the Service Areas but also to guarantee at any point in time during the project implementation to find alternative expert(s), wherever applicable, at no additional cost on UNESCO in case of unexpected attrition of a proposed expert or in case of his/her rejection by UNESCO or the counterpart of due to unsatisfactory performance during contract implementation.
- The Applicant Non-for-Profit entity is expected to indicate if the resources are permanent staff of your entity or will be recruited to cater for this project specifically.
- The Applicant Non-for-Profit entity has freedom to propose reasonable number of working days based on their previous experiences.
- The Applicant Non-for-Profit entity may propose additional needed human resources to undertake the project implementation as necessary.
- The Applicant Non-for-Profit entity is encouraged to mobilize the volunteers where applicable and possible.
Selection Process
UNESCO will review proposals through a five-step process:
- determination of eligibility;
- technical review of eligible proposals;
- scoring and ranking of the eligible proposals based on the assessment criteria outlined in the previous section, to identify highest ranking proposal;
- round of clarification (if necessary) and work plan elaboration with the highest-scoring proposal; and,
- Implementation Partners’ Agreement (IPA) signature.
