The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor (DRL) has announced an open competition for organizations interested in submitting applications for a program to strengthen the relationship between disability rights advocates and organizations in Georgia and local level government structures to support the successful and inclusive implementation of the newly passed “Law of Georgia on the Rights of Persons with Disabilities”.
Goal: DRL’s goal for this project is to empower Georgian Disabled Persons Organizations (DPOs) to effectively advocate for equal treatment under the law and support efforts to discourage discriminatory practices. Proposal submissions must demonstrate inclusion and integration of local Georgian DPOs and persons with disabilities in the design, implementation, and evaluation of the program. The program should strive to increase agency and leadership for women with disabilities and showcase the value of their participation in advocacy efforts of DPOs and Civil Society Organizations (CSOs) in the country.
Objectives
The objective of this program is to strengthen advocacy capabilities of a coordinated civil society to:
- Strengthen advocacy capabilities of a coordinated civil society to hold the local government accountable for the implementation and enforcement of disability policies: Illustrative outcomes may include, but are not limited to:
- Organizational capacity assessments of local DPOs are developed;
- Improved institutional capacity for DPOs focused on influencing the “Law;”
- Awards are made from national calls for proposals to deploy small grant funding to local DPOs for advocacy campaigns;
- Increased opportunities for DPOs and CSOs to develop policy statements focused on the “Law;”
- Increased leadership and agency of individuals from DPOs, including women and other marginalized persons with disabilities such as women, youth, LGBTQI+ people with disabilities, people with disabilities from rural areas, and people with intellectual, psychosocial, or deaf-blind disabilities; and
- Increased cooperation, shared strategies, and understanding within and among DPOs and other human rights groups on implementing the “Law.”
- Strengthen advocacy capabilities of a coordinated civil society to effectively engage with key stakeholders to advance the implementation of the “Law”: Illustrative outcomes may include, but are not limited to:
- Improved monitoring and oversight of budget and controls by local government and DPOs for requirements that are created under the new Law;
- Increased access to resources and protections for persons with disabilities provided under the new Law;
- Increased collaboration among DPOs to advocate for the implementation of the new disability rights Law;
- Increased engagement with key stakeholders responsible for implementation of the Law; and
- Increased awareness in the community of the positive impact of the Law for people with disabilities and all of society.
- Shape the narrative surrounding the inclusion of persons with disabilities to one of value.

Eligibility Criteria
- DRL welcomes applications from U.S.-based and foreign-based non-profit organizations/nongovernment organizations (NGO) and public international organizations; private, public, or state institutions of higher education; and for-profit organizations or businesses.
- DRL’s preference is to work with non-profit entities; however, there may be some occasions when a for-profit entity is best suited.
- Applications submitted by for-profit entities may be subject to additional review following the panel selection process.
- Additionally, the Department of State prohibits profit to for-profit or commercial organizations under its assistance awards.
- Profit is defined as any amount in excess of allowable direct and indirect costs.
