The UN-Habitat for Better Urban Future has launched Call for Proposals for Citizen Culture for Social Cohesion Project in the cities of Bolivia. Project is an initiative that seeks to strengthen the conditions of coexistence and social articulation as an element of sustainability in Bolivian cities and is carried out as part of the implementation process of the National Policy for the Integral Development of Cities (PNDIC).
Objectives
- To promote the conception and implementation of proposals from civil society to improve the conditions of harmonious coexistence and social cohesion in the cities of Bolivia.
- To Strengthen the advocacy capacity of local collectives to implement initiatives aimed at improving the conditions of coexistence and social cohesion in Bolivian cities.
- To Contribute to the solution of problems and difficulties related to the coexistence, use and appropriation of urban space by social collectives through the implementation of at least three citizen culture initiatives in Bolivian cities.
- To Strengthen the mechanisms of social participation and civic incidence in the treatment and solution of common urban problems.
- To Generate learning for the management of initiatives by the Vice-Ministry of Housing and Urbanism to contribute to the implementation of the PNDIC guidelines and actions.
Goal
- To design and execute three action/intervention proposals for the resolution of problems related to the conditions of coexistence and social relations in the cities through the establishment of Citizen Laboratories as a methodological process for the conception and implementation of solutions from the citizenry that could become part of public policies of municipal governments.
Main activities and outputs
The Implementing Partner will be undertaking main activities as follows (but not limited to):
- To develop a contextualized reference framework for the selection and allocation and management of grants to citizen culture initiatives for social cohesion. This should specify the stages of the process, the technical and administrative requirements, and the characterization of the stakeholders involved, the work schedule and the design of a methodological and administrative procedure to guide and allow for the monitoring of the process.
- To select, through a public tender, three local citizen groups initiatives that will make the Project feasible according to the criteria previously established in the call and evaluation procedures.
- Allocate financial resources to the selected civil groups for the implementation of the citizen culture initiatives according to the regulation specifically elaborated for this purpose.
- Accompany and supervise the implementation of three Citizen Culture for Social Cohesion initiatives in at least two cities in the country based on the activity of a local group per initiative, through the creation of citizen laboratories (process of articulation of stakeholders, conception and implementation of initiatives) and with the participation and coordination of the municipalities involved.
- To systematize the experiences implemented in each of the cities, reflecting in detail the processes carried out in each of the cities, the stakeholders involved and the results obtained.
- To prepare a strategy for the continuity and sustainability of each of the initiatives with the participation of the stakeholders involved and that serves as a reference for the development of the experience in other cities in the country.

- Is the organization willing and able to have a separate bank account for the funds provided by UN-Habitat.
- Integrity and Governance
- The organization should complete and submit a signed Partner Declaration Form.
- Provide the profiles of the Chairperson of the Board of Directors, Head of the Organization and Chief of Finance.
