The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Technical and Vocational Education and Training (TVET) program.
The Technical and Vocational Education and Training (TVET) Activity (or “the Activity”) is intended to enable TVET institutions to meet labor market demands and provide Palestinians with meaningful, well-paying employment and income generating opportunities. The Activity will support the development of new technical training and improve the quality and relevance of existing technical programs, with a particular focus on improving youth access. These programs will help Palestinians become more employable and find employment opportunities, or start their own business, in increasingly in-demand technical sectors.
Goals
At a minimum, the TVET Activity will achieve the following results:
- TVET institutions responsive to the needs of the private sector and the effects of climate exchange;
- New partnerships created between the TVET institutions and the private sector firms in targeted sectors;
- Increased enrollment in TVET programs; and
- Increased number of skilled graduates of new/updated TVET programs in targeted sectors.
Targeted TVET Levels
- TVET institutions have five levels:
- Semi-skilled,
- Skilled,
- Craftsman,
- Technician, and
- Technical Specialist.
- The first four levels are at the level of the TVET schools, training centers and colleges that offer two-year diploma programs. The fifth level, Technical Specialist, is at the level of universities that offer four/five years programs, such as Engineering. The Recipient should work on the Semi-skilled, Skilled, and Technician levels. The Activity will not work on the TVET school (Craftsman) or university (Technical Specialist) levels.
Funding Information
- USAID intends to award one (1) Cooperative Agreement pursuant to this notice of funding chance. Subject to funding availability and at the discretion of the Agency, USAID intends to provide USD $30 million in total USAID funding over a five-year period.
- Actual funding amounts are subject to availability of funds and internal USAID approvals. USAID reserves the right to fund any or none of the applications submitted.
Geographic Focus
- The TVET Activity will be implemented in the West Bank, Gaza, and East Jerusalem.
Eligibility Criteria
- Eligibility for this NOFO is not restricted.
- US and Non-US Non-Profit Organizations (NGOs): Qualified US and non-US private non-profit organizations may apply for funding under this RFA.
- US and Non-US For-Profit Organizations: Qualified US and non-US private for-profit organizations may apply for funding under this RFA. Foreign government-owned parastatal organizations from countries that are ineligible for assistance under the FAA or related appropriations acts are ineligible.
- US and Non-US Colleges and Universities: Qualified US and non-US colleges and universities may apply for funding under this RFA. USG and USAID regulations generally treat colleges and universities as NGOs, rather than governmental organizations; hence, both public and private colleges and universities are eligible.
- Private Voluntary Organizations (PVOs): A local or indigenous PVO, which by definition is a non-US PVO operating in the same foreign country in which it is organized, is eligible to receive funding. Local PVOs are not required to register with USAID.
- Public International Organizations (PIOs): PIOs are eligible to apply for funding under this RFA. Please see Automated Directives Series (ADS) 308 for USAID policy on defining PIOs.
- New Partners: USAID encourages applications from new partners. Resultant awards to these organizations oblige USAID ility” in regards to fiduciary and other oversight responsibilities of the grant/cooperative agreement.
- USAID welcomes applications from organizations that have not previously received financial assistance from USAID.
- Faith-based organizations are eligible to apply for federal financial assistance on the same basis as any other organization and are subject to the protections and requirements of Federal law.
