Within this context, the Joint UN effort by UN Women, UNDP, UNFPA and IOM are collaborating with the Government of Timor-Leste and Civil Society Organizations (CSOs) to end violence against women and girls (VAWG) in Timor Leste, through the Joint UN programme “Together for Equality: Preventing and Responding to Gender-Based Violence in Timor-Leste (2020-2024)”.
The progamme is financial supported by the Korea International Cooperation Agency (KOICA). The focused areas are 4 Municipalities in Dili, Baucau, Covalima and Oecusse.
The main objective of this contract is to provide technical support in close collaboration with UN Women for the implementation of activities Strengthened public institutions and civil society organizations’ capacity for advocating for government funding, implementing, and reporting on VAWG in public and private spaces, the technical supports are aligned with 4 activities under the Together for Equality Project in 2022 – 2024:
- Activity 1.3.2: Contract with gender & legal expert to conduct analysis of cases of sexual violence in public (including workplaces and educational institutions), and support development of recommendations.
- Activity 3.2.3: Conduct workshops for members of NAP GBV Inter-ministerial Coordination Mechanism for better tracking and reporting on EVAW progress (topics on the RESPECT Prevention Framework, Essential Services Package, monitoring, sexual harassment and reporting mechanisms.
- Activity 3.3.1: Provide technical assistance and guidance for civil society to jointly track progress and report on efforts to address sexual violence in public spaces, in line with government gender equality commitments, including NAP GBV, CEDAW and UNSCR 1325.
- Activity 3.3.3: Conduct training on evidence-based advocacy and support joint advocacy initiatives, including survivors of violence, to facilitate investment in the NAP GBV and safe public spaces.
The work involves technical assistance, co-development of advocacy and awareness-raising tools and materials on sexual harassment and facilitation of workshops and coordination between relevant institutions and ministries, and CSOs.
Scope of Work
- Review planning, implementing and reporting mechanism of the NAP-GBV, gender equality and women empowerment commitments (international and national) and UNTL Code of Conduct.
- Deliver learning sessions to personnel of the public institutions (Ministry of Public Works, Municipality of Baucau, Covalima, Dili, RAEOA and UNTL) in planning, implementing, and reporting on VAWG in public and private spaces
- Provide technical support to public institutions (Ministry of Public Works, Municipality of Baucau, Covalima, Dili, RAEOA and UNTL) for planning, implementing, and reporting on VAWG in public and private spaces
- Deliver learning sessions to Civil Society Organizations to analyze and advocate for Government funding for addressing sexual violence in public spaces and GBV-related policies
- Provide technical support to Civil Society Organizations to advocate for joint advocacy initiatives
Duration: The duration of the services is from October July 2022 to June 2024, based in Dili with required travels to three municipalities (Baucau, Covalima and RAEOA).
Eligibility Criteria
- Officially registered legal entity in Timor-Leste as per the country’s regulations;
- Proven record of work in legal systems, development or analysis of legislation, violence against women, and other forms of gender-based discrimination with high level government officials, line ministries, service providers and CSOs.
- Proven experience in applying gender mainstreaming principles in policies and programmes and support to policy and advocacy efforts on gender equality/ending violence against women.
- The organization must have competent personnel and team members with expertise areas identified for successful implementation of the assignment available within entity.
