The Office on Violence Against Women (OVW) is currently seeking applications for its Special Tribal Criminal Jurisdiction (STCJ) Training and Technical Assistance Initiative.
OVW is a component of the United States Department of Justice (DOJ). Created in 1995, OVW administers grant programs authorized by the Violence Against Women Act (VAWA) and subsequent legislation and provides national leadership on issues of domestic violence, dating violence, sexual assault, and stalking. OVW grants support coordinated community responses to hold offenders accountable and serve victims.
Program Scope
- Activities supported by this solicitation are determined by statute, federal regulations, and OVW policies.
- If an applicant receives an award, the funded project is bound by this solicitation, the DOJ Financial Guide, including updates to the financial guide after an award is made, the OVW Solicitation Companion Guide, and the conditions of the award.
- All applicants must propose activities to serve current and potential recipients or sub recipients of the OVW Tribal Jurisdiction Program.
- OVW cannot support projects focusing on entities or individuals that are not eligible to receive funding, services, training, or other resources through OVW's Tribal Jurisdiction grant program.
Purpose Areas
- Funds received under this solicitation must be used to provide TTA to Tribal Jurisdiction Program grantees and potential grantees interested in, planning for, implementing, and exercising STCJ.
- Proposed projects must include peer-to-peer learning opportunities and TTA for tribal leadership, judges, courts, prosecutors, defense counsel, law enforcement, court services, victim advocates, child welfare staff, and other internal and external partners within the tribal justice system and community necessary for effective and successful planning, implementation, and exercise of STCJ.

Eligibility Criteria
- Eligible entities are national, tribal, statewide, or other nonprofit organizations.
- Eligible applicants must have the capacity to provide tribal specific TTA on a national level.
- In rare circumstances, OVW may support institutions of higher education; tribal governments or governmental agencies (e.g., police departments, prosecutor’s offices, or probation departments); or local non-profit organizations.
- However, in such circumstances, those entities must describe in detail their demonstrated history of providing tribal specific TTA, and include justification in the application that they have delivered TTA to a national audience.
